알박스의 집단기억과 노스의 제도주의와의 대화 (A Conversation between Halbwachs’ Collective Memory and North’s New Institutionalism)

초록

본 연구는 기억의 문제를 사회학 분야에 접목하여 이론화한 모리스 알박스(M. Halbwachs)의 ‘집단기억’(collective memory) 개념을 더글러스 노스(D. North)의 ‘신제도주의’(new institutionalism) 이론 가운데 제도의 비공식적 요소인 ‘신념’의 문제와 비교하여 검토한 후, 제도 연구에 집단기억이 분석틀로 활용될 수 있는 가능성을 탐색했다. 집단기억은 현상 이해를 위한 분석적 틀 수준에 머물러 있으며 정량적 변수나 예측 가능성에 대한 이론화는 부족한 상황이지만, 제도와 제도변화를 설명할 수 있는 유의미한 분석 도구로 발전할 가능성을 지니고 있다.
본 연구는 특히 제도의 변화와 역동성 측면에서 집단기억이 어떤 방식으로 작용하는지를 탐색했다. 집단기억은 집단의 정체성이나 전통과 충돌할 경우 일시적으로 망각되지만, 특정 맥락에서 다시 소환되며 제도와 정책에 활력을 부여하는 기능을 한다는 점을 확인하였다. 나아가 집단기억은 제도 수용자들의 긍정적 기억과 연계될 때 정책의 정당성과 실행력을 강화할 수 있다. 또한, 정치집단의 의사결정은 사회규범을 정의하는 집단기억을 활용하거나 억제하는 방향으로 작동할 수 있으며, 이로 인해 제도의 방향성이 결정될 수 있다. 끝으로, 다양한 집단이 공존하고 구성원 간 소통이 활발할수록 상이한 집단기억들 간의 충돌로 인해 제도적 안정성이 오히려 약화될 수 있다는 점도 제시하였다.

영어초록

The concept of collective memory developed by Maurice Halbwachs is evolving into a research framework that newly understands and analyzes individuals’ collective behavior in cognitive science and research of institutions beyond the realm of sociology. Yet, among researchers, collective memory is still at the level of an analysis framework to understand phenomena, and it has not progressed to the stage of explanatory and predictive models, incapable of dealing with measurable values or quantitative variables of collective memories in groups to study them. Nevertheless, collective memory leaves a wide open room for research in association with Douglas North’s “institutionalism”.
This study examines the concept of collective memory of Maurice Halbwachs, with belief as an informal element of institutions, which is significant in North’s concept. Therefore, the purpose of this study is to explore possibilities of collective memory as an analytical framework of institutional change. This study found that collective memory is sometimes forgotten when it conflicts with groups’ identity or tradition. However, collective memory does not disappear, and the forgotten collective memory is recalled, giving dynamism to institutions and policies. Therefore, institutions and policies can yield successful results if they correspond to the positive collective memory of the participants and policy recipients of such institutions. This study also suggests that political group decision-making, as institutional actors, can ultimately be made in the direction of using or repressing collective memories that define social norms.
Lastly, this study suggests that the more diversified and heterogeneous groups are distributed in a society, and the more active communication between individuals within such groups exist, the more unstable the institutional stability will become due to the conflicts and exclusions between the collective memories of the heterogeneous groups.
