초록

북한 김정은 집권 10년은 핵･미사일 개발 폭주의 시대였다. 북한은 2012년 4월 개정헌법에 핵보유국임을 기정사실화하였고, 2013년 4월에는 핵보유법에 핵무기의 용도, 사용 조건, 사용 권한 등 핵무기 운용 전략을 포함하여 제정하고 대내･외에 공개하였다. 2022년 들어서도 북한은 ICBM, 핵탄두 탑재가 가능한 중･단거리미사일 등을 집중발사하고 핵전략 중 가장 공세적인 선제타격을 공언하고 있다. 한국은 북한 핵･미사일 고도화에 따라 한미 ‘맞춤형억제전략’에 의존하고 있지만 한미 양국의 통치자와 집권 세력에 따라 억제･대응 전략에 차이를 보이고 있다.
본 연구의 목적은 북한의 김정은 집권 이후 핵･미사일 능력발전에 따른 확장되는 북한의 핵전략을 분석하고 이에 따른 한미 연합 억제･대응의 근간인 한미 ‘맞춤형억제전략’의 신뢰성 제고방안을 모색하고자 한다.
한미 ‘맞춤형억제전략’의 신뢰성을 제고할 수 있는 발전방안으로 먼저, ‘한미 확장억제전략협의체 플러스’의 확대 가동을 통해 양국의 핵억제･대응 전력 투사방안에 대해 상시 협의와 신뢰성을 높여 나가야 한다. 둘째, 한미 미사일 방어 협력 및 상호운용성을 강화해 나가야 한다. 북한의 ICBM, SLBM, 극초음속미사일, 중･단거리미사일 위협에 한미 양국의 통합 대응이 필요하다. 셋째, 한미 양국은 미국이 최근 개발에 성공한 저위력핵무기를 거부적･보복적 확장억제 수단으로 적극 검토해 나가야 한다. 넷째, 국가 장기적으로 핵잠재력(nuclear latency)을 확보해 나가야 한다. 핵잠재력을 국가안보전략 차원에서 핵과 재래식 전력 외에 제3의 억제력으로 검토가 요구된다.

영어초록

The decade of Kim Jong-un's rule in North Korea was an era of rampant nuclear and missile development. In April 2012, North Korea established that it is a nuclear power state in the revised Constitution, and in April 2013, the nuclear weapons law included the use of nuclear weapons, conditions of use, and authority to use nuclear weapons, including the nuclear weapons operation strategy, and disclosed it internally and externally. Even into 2022, North Korea is professing to deliver the most offensive preemptive strike in its nuclear strategy by intensively firing ICBMs and medium- and short-range missiles capable of carrying nuclear warheads. South Korea is relying on the ROK-U.S. ‘Tailored Deterrence Strategy’ in accordance with the advancement of North Korea's nuclear and missile capabilities, but the deterrence response strategies differ depending on the rulers and powers in power in both countries.
The purpose of this study is to analyze and diagnose North Korea's expanding nuclear strategy following the development of North Korea's nuclear and missile capabilities after Kim Jong-un took power, and to enhance the credibility of the ROK-U.S. ‘Tailored Deterrence Strategy’ which is the basis for the combined deterrence and response want to find a way.
As a development plan that can enhance the credibility of the ROK-U.S. ‘Tailored Deterrence Strategy’, first, through the expansion and operation of the ‘ROK-U.S. Extended Deterrence Strategy & Consultation Group Plus’, it is necessary to increase the credibility of the two countries through regular consultations on how to project nuclear deterrence and countermeasures. Second, the ROK-U.S. missile defense cooperation and interoperability must be strengthened. An integrated response of ROK-U.S. is necessary to the threat of North Korean ICBMs, SLBMs, hypersonic missiles, and medium- and short-range missiles. Third, the ROK-U.S. should actively review the low-yield nuclear weapons that the U.S. has recently developed as a means of deterring expansion through denial and retaliation. Fourth, the country must secure nuclear latency in the long term. It is necessary to utilize the nuclear latency as a third deterrent in addition to nuclear and conventional forces in terms of national security strategies.
