스코틀랜드의 파력발전 상용화를 위한 과제와 개선안에 관한 소고 (A Perspective on challenges and the improvements for commercialization of the Scottish wave power generation)

초록

본 논문은 해양에너지의 파력발전 부문에서 세계 최초의 상용화 목적으로 운영된 스코틀랜드 펠라미스 프로젝트의 종료 후 파악된 도전과제들을 분석, 논의하고 그 개선안들을 제안, 논의하면서 향후 스코틀랜드 파력발전 부문에 대한 전망과 한국 파력발전 부문의 발전을 위한 시사점을 제시하는 데 그 주요 목적을 둔다.
펠라미스 프로젝트는 그 진행 과정에서 파력발전 전환기들의 송전을 위한 육상 전력망과의 연계 문제 및 재정 지원 확보에 대한 어려움, 다수 환경영역에서의 부정적인 영향, 그리고다양한 파력발전 전환기 종류 및 제반 설비 설치물의 다양성으로 인한 기술측면의 관련 법 미정립이라는 주요 극복 과제들을 안고 있다.
상기 논의된 과제들의 개선안들로는 지방 정부의 지역 배전업체들에 대한 재정 지원 인센티브 제공을 통한 전력망 연계 향상 유도, 파력발전 프로젝트 전담 기관의 환경 영향 모니터링 및 주민 제보 시스템 마련, 공공 부문 기관들의 프로젝트 내 적정 비율의 사업 지분 소유의무화와 파력발전 장치 다양성 수렴을 위한 유럽연합 차원의 최소한의 가이던스 마련과 유엔 해양법 협약 이행 등이 각각 그 주요 개선안들로 논의될 수 있을 것이다.
스코틀랜드 파력발전 부문의 발전 전망은 단기적으로는 낙관적이라고 전망할 수는 없다.
현재로서는 파력발전 전환기 기술측면에서의 유럽연합 수준의 관련법에 관한 기본 틀도 마련되어 있지 않으며 브렉시트(Brexit)와 관련하여 유럽연합 기금과 연구프로그램에서의 지원보장을 장담할 수 없기 때문이다. 하지만 장기적인 측면에서 심해가 아닌 해안지역에서 발전 운용이 가능한 파력 발전 전환기의 지속적인 개발, 발전과 기술측면의 관련 법 정립을 위한 최소한의 유럽연합 차원의 가이던스 마련이 이루어진다면 재정 지원 유도를 통해 스코틀랜드 파력 발전부문의 전력량 증가를 기대할 수도 있을 것으로 보인다.
현재 파력발전의 상용화를 위해 소수의 파력발전 프로젝트를 운영 중에 있는 한국 정부도아직은 파력발전 부문에 대한 지속적인 투자활성화가 필요하다. 이에 한국정부도 심해보다는해안에서 활용 가능한 파력발전 전환기들의 개발, 발전을 위한 노력을 배가할 필요가 있다.
그리고 병행적으로는, 파력발전 전환기 종류들과 제반 설비 설치물의 다양성에서 기인할 수있는 법의 혼선 방지를 위해 파력발전 전환기들의 개발 측면에서의 최소한의 가이던스 마련과 그 관련 법 정립에 심혈을 기울여야 할 것이다.

영어초록

This article is primarily purposed to present the prospect for the Scotland’s wave power and the implications for the energy field of South Korea by analyzing and discussing identified challenges from the Scotland’s Pelamis project, the world’s first commercially purposed wave power project in Ocean energy field, and by suggesting and discussing ways to overcome the challenges.
The Pelamis project turns out to have faced a series of challenges to overcome, such as having difficulties linking convertors with main power grid on the ground, the insecurity of finances, environmental impacts in a range of environmental realms, and the unestablished relevant law from the technology side regarding the convertors and the accompanying installations due to their different specifications.
As for the was to overcome the aforementioned challenges, encouraging local governments to provide incentives of financial assistance to local power distributors corresponding the degree of their performance in enhancing the linkage with the grid, monitoring environmental impacts by the project specified authority, and set up of residents’ reporting system, making acquiring shares in the project by participating public institutions to some degree obligatory, and establishing the least European-level guidance for a various of convertors, and implementing the United Nations Convention on the Law of the Sea, can be discussed.
As for now, the prospect for the Scotland’s wave power development can’t be totally optimistic in the short term. As the framework for the European-level relevant law in the light of technology of the convertors is not established solid, and it can’t be assured that the Scottish government is likely to receive the financial assistance from the European funds and research programs with the Brexit unclear. Nevertheless, in the long term, if the Scottish government strives to develop convertors that can be functioning effectively even near coastlines, and to establish the European-level guidance at the least, the wave power industry of Scotland can expect the industry to have more finance flows and see the power increase in the industry.
The South Korean Government running a few of wave power projects for commercialization needs to continuously facilitate the investment into the industry. Hence, the government should double its efforts in developing the convertors that can be harnessed at coastlines rather than deep sea, and in parallel with that, it should devote itself to establishing the least guidance for the relevant law regarding the development side as a preventive measure against the possible lawful conflicts that can be caused by the variety in convertors and the accompanying installations.
