비전통 안보위협의 부상과 한미일 안보협력 방안 (Nontraditional Security Threats and Security Cooperation among South Korea, the U.S, and Japan)

초록

코로나19는 국가안보에 있어서 비전통 안보위협의 중요성을 여실히 드러내는 사건이 되었다. 오늘날 감염병의 확산을 비롯한 다수의 비전통 안보위협은 세계화된 국제질서로 인해 그 규모와 치명성이 크게 확대되고 있다. 따라서 비전통 안보위협에 대한 효과적인 대응체제를 수립하지 못할 경우 국제적 번영과 안정적 질서의 원천이 되는 셰계화된 국제질서를 복원하기 어려울 것이다. 그러나 코로나19는 이미 진행되고 있던 미중경쟁을 포함한 경쟁적 국제관계를 악화시키는 역할을 할 것으로 예상되어 국제협력은 위축되고 제약될 가능성이 크다.
이러한 상황에서 비전통 안보위협에 대한 효과적 대응 지원과 국제적 국방협력을 주도해 나갈 군과 국방의 역할 확대가 주목된다. 향후 군은 대규모 감염병과 같은 비전통 안보위협으로부터 군 자체를 보호하고 이를 통해 전시대비태세를 유지하기 위해서도, 정부와 민간을 지원하여 조기에 위기에 대응할 수 있도록 하기 위해서도 비전통 안보위협에 대한 전문적 대응역량을 갖춘 유능한 국방으로 거듭나야 한다. 나아가 비전통 안보위협 대응을 위한 국방협력을 선도하는 역할은 포스트 코로나 국면에서 국제협력을 복원하고 세계화된 국제질서를 회복하는 중요한 기반이 될 것이다. 인력과 장비, 물자를 신속하게 수송할 수 있는 능력을 가진 군은 국제적 국방협력 증진에 있어서 독보적인 역할을 수행할 수 있다. 효율적 국방협력체계 구축을 통해 한 국가에서 발생한 위기에 신속하고 효과적으로 대응할 수 있어야 위기의 확산을 효과적으로 봉쇄할 수 있다.
한편 이와 같은 코로나19 이후의 위기는 미중경쟁이 더욱 고조되고 북핵 협상이 교착상태에 머물고 있는 한반도와 동북아에서 더 증폭된 모습으로 전개될 가능성을 배제하기 어렵다. 한국은 비전통 안보위협 대응을 위한 한미일 안보협력을 적극적으로 추진해 나감으로서 포스트 코로나 국면에서 반드시 필요한 국제협력을 주도해 나감과 동시에 미국과 중국 사이에서 양자택일적 상황에 빠지지 않기 위한 유리한 전략적 여건을 적극적으로 조성해 나가야 한다.
비전통 안보위협에 대한 효과적 국방협력 체계를 구축하는 노력은 중국도 거부할 수 없고 국제사회의 지지를 얻을 수 있을 뿐 아니라 작전 수행 시 상호 운용성 증진을 통해 미래의 위기에 공동으로 대응할 수 있는 역량도 증진시킬 수 있다. 비전통 안보위협 대응을 위한 국방협력은 한국과 일본이 역사 문제와 안보 문제를 분리하여 안보협력을 추진해 나갈 수 있는 중요한 계기가 될 수도 있다. 한일 간 역사 문제가 단기간 내에 해결되기를 기대하기 어렵지만 당면한 과제인 감염병 대응 등 비전통 안보위협 대응을 위한 국방협력을 다양한 수준과 분야에서 시작하여 점진적으로 확대해 나간다면 지역 안정에 기여할 수 있는 한미일 안보협력의 중요한 기반으로 작용할 수 있을 것이다.

영어초록

COVID19 has become an event that clearly reveals the importance of nontraditional security threats in national security. Today, a number of nontraditional security threats, including the spread of infectious diseases, are largely due to the globalized international order, which has expanded its scale and deadly nature. Therefore, it will be difficult to restore the globalized world, which is a source of international prosperity and stable relationship among states, if effective systems to respond to non-traditional security threats are not established. However, international cooperation, which is the core of an effective response, is likely to be constrained, as the COVID19 is expected to amplify competitive international relations, including the U.S.-China strategic competition that has been already underway.
From now on, the military should be reborn as a competent defense with expertise in responding to non-traditional security threats in order to protect itself from the threats such as large-scale infectious diseases and maintain wartime preparedness even in those threats. Furthermore, the role of leading defense cooperation in responding to non-traditional security threats will be an important foundation for restoring international cooperation and globalized international order in the post-Corona era. The military, which has the ability to quickly transport personnel, equipment and supplies, can play a unique and critical role in promoting international defense cooperation. Through the establishment of an efficient defense cooperation system, it is possible to respond quickly and effectively to a crisis in a country so that the spread of the crisis can be effectively blocked.
Meanwhile, it is hard to rule out the possibility of such a post-COVID19 crisis further amplifying on the Korean Peninsula and in Northeast Asia, where U.S.-China competition is escalating and negotiations on North Korea’s nuclear weapons program remain stalled. By actively pushing for security cooperation among South Korea, the U.S. and Japan to respond to non-traditional security threats, South Korea should take the lead in international cooperation that is essential in the post-Corona phase, while actively creating favorable strategic conditions to avoid falling into a bilateral selective situation between the U.S. and China. Efforts to establish an effective defense cooperation system against non-traditional security threats can not only be resisted by China, but also gain support from the international community, as well as enhance interoperability in carrying out operations.
Defense cooperation in responding to non-traditional security threats could serve as an opportunity for South Korea and Japan to pursue security cooperation by separating historical and security issues. It is hard to expect the history issue to be resolved in a short period of time, but if Korea and Japan gradually expand defense cooperation to cope with non-traditional security threats such as responding to infectious diseases, it will serve as an important foundation for security cooperation among three countries to enhance regional stability in the long run.
