핵억지 이론을 통해 살펴 본 북한의 핵전략 (North Korea's Nuclear Strategy analyzed with Nuclear Deterrrence Theory)

초록

북한은 2016년에 들어서면서 두차례 핵실험을 강행하며 자신들의 핵능력을 국제사회에 과시한 데 이어, 수차례 중ㆍ장거리탄도미사일 시험발사를 통해 핵투발 수단의 완성에 주력하고 있다. 또한, 2017년에 들어서면서 기존의 위력을 크게 뛰어넘는 6차 핵실험과 세차례에 걸친 장거리탄도미사일 시험발사 성공을 주장하며 미국본토에 대한 타격위협을 극대화하고 있다. 이렇듯 미-북간 핵문제를 두고 이루어졌던 치킨게임도 북한의 핵능력이 고도화되면서 막바지에 접어들고 있는 것 같다.
그렇다면 약소국인 북한이 약 20여 년에 걸친 기간 동안 강대국인 미국을 상대로 핵보유라는 목적 달성을 눈앞에 둘 수 있을까? 그 이면에는 치밀하게 계산된 북한의 ‘핵전략’이 있다. 약소국인 북한은 삼각억지ㆍ최소억지 등 핵전략을 활용해 북한의 핵시설에 대한 미국의 선제타격 등 군사적 옵션 사용과 한반도 유사시 미국의 군사력 개입을 억지하려는 것은 물론, 미국이 자신들이 원하는 평화협정을 체결하도록 강제하고 있는 것이다.
북한이 의도한 대로 핵억지력이 발휘될 경우 우리 한국은 북한의 핵위협 앞에 대규모 경제지원은 물론 군사적 도발에도 제대로 대응하지 못할 것이다. 그리고 최종적으로는 북한의 손에 적화통일이 될 가능성이 크다.
따라서, 본 논문에서는 삼각억지, 최소억지 등 핵억지 이론을 통해 북한이 핵개발 단계와 일정수준의 핵을 보유한 이후에 어떠한 핵전략을 구사하고 있는지를 분석하고, 결론에서는 이에 따른 정책적 함의를 도출하도록 하겠다.

영어초록

In 2016, the Democratic People's Republic of Korea(DPRK) conducted two nuclear test explosions to show off its nuclear weapons capabilities and test-fired multiple ICBMs as well as IRBMs to complete the development of nuclear weapons delivery system. The DPRK in 2017 carried out its 6th nuclear test, the blast of which was the most powerful to date. It also began to heighten the threats to the US, while claiming that it succeeded in developing ICBMs that can reach all of the US mainland. As the DPRK has made significant advances in its nuclear weapons capabilities, it seems that the DPRK's game of chicken with the US to develop nuclear weapons is entering the final stage.
If this is the case, it should be no wonder when the DPRK could finally attain its long-cherished ambition for nuclear armament after almost 20 years of struggles against the US. What lay behind this delicate international politics is the DPRK's meticulously articulated nuclear strategy. In other words, the DPRK by applying various 'nuclear strategies' including triangular deterrence, minimum deterrence and others, has been not only trying to deter the US's preemptive attack and the US's reinforcement in case of emergencies on the Korean Peninsula, but also coercing the US to conclude a peace treaty for its interest.
If the DPRK could really deter the US as it wished, the Republic of Korea(ROK) would face the imminent nuclear threats from the DPRK. In such a case, the ROK could become the victim of economic exploitation as well as helpless even against the DPRK's military provocations. In this case, it would be highly possible that the Korean Peninsula be unified under the DPRK's authority.
This article first analyzes how the DPRK has developed nuclear weapons through nuclear deterrence theories such as triangular deterrence, minimum deterrence and others, and then examines the nuclear strategies that the DPRK is expected to take after possessing a number of nuclear weapons. This article finally derives policy implications in conclusion.
