하기아 소피아의 모스크 전환에 따른 유산 갈등과 분석 (Conflicts and Analysis of Heritage in Hagia Sophia's Mosque Conversion)

초록

동로마제국의 영광과 함께 위대한 교회로 시작된 하기아 소피아의 굴곡진 역사의 흐름이 다시금 재현되었다. 세계유산인 튀르키예의 이스탄불 역사지구의 핵심적인 요소인 하기아 소피아의 모스크 전환이 그리스도교 서방 세계의 항의와 유네스코의 우려를 자아냈기 때문이다.
이 글은 국내의 유산 해석 연구를 통해서는 하기아 소피아의 정체성 분석을, 해외 역사적, 정치적, 이념적 연구 자료는 하기아 소피아의 전환이 촉발된 배경을 모색하는데 적용하였다.
지금까지 국내외 연구에서 아직 찾지 못한 유네스코와 튀르키예 사이의 논쟁을 쟁점별로 정리하여 이를 분석함으로써 좀 더 실효성 있는 자료 도출을 드러내고자 하였다. 유네스코의 주장에 따른 쟁점은 ‘세계유산협약 정신 준수’, ‘세계유산 손상 금지’, ‘공동체와 이해관계자 참여’, ‘사전 통지와 협의’ 그리고 ‘지속가능 발전 정책 협력’ 측면으로, 튀르키예의 주장에 따른 쟁점은 ‘국내법에 따른 재산권 행사’, ‘주권에 의한 정체성 회복’, ‘세계유산 등재 시 사용 형태 조건’과 ‘접근성 보장’ 측면으로 구분하여 분석하였다.
하기아 소피아의 모스크 전환으로 인한 갈등의 표출에는 문화적 담론 외에 정치적, 종교적 그리고 이념적 담론의 개입으로 현실적인 갈등 해결은 쉽지 않은 상황이다.
오히려 정치, 외교, 종교적인 성급한 갈등 해결 접근 방법은 단기적인 미봉책에 그치고 심각한 후유증을 남길 수도 있다. 조금 더 긴 호흡으로 세계유산 등재부터 보존 및 관리체계에 대한 전반적 세계유산시스템를 검토하고, 갈등 유산 해결을 위한 국제적인 기구로서 유네스코 세계유산 국제유산해석설명센터(WHIPIC)의 효과적인 운영 그리고 갈등 유산에 관한 심도 있는 연구를 통한 근원적이고 장기적인 해결 방안을 모색해야 한다.
이 글을 통해서, 하기아 소피아의 모스크 전환에 따른 주된 갈등의 쟁점이 무엇인지 파악하고, 어떠한 판단의 내용이 작동하는지를 분석함으로써 하기아 소피아를 둘러싼 갈등과 해결의 실마리를 찾는 또 다른 하나의 계기가 되었으면 한다.

영어초록

The winding history of Hagia Sophia, which began as a great church in the glory of the Eastern Roman Empire, was reproduced. The conversion of a mosque in Hagia Sophia, a key element of Istanbul's historic district of Türkiye and a World Heritage Site, raised protests from the Christian West and concerns from UNESCO.
In this article, the identity of Hagia Sophia was analyzed through domestic heritage interpretation research. Overseas historical, political, and ideological research data were applied to search for the background that triggered Hagia Sophia's transformation.
By organizing and analyzing the disputes between UNESCO and Türkiye, which have not yet been found in domestic and international studies, we attempted to reveal more effective data.
The issues, according to UNESCO's claim, are “compliance with the spirit of the World Heritage Convention,” “prohibition of damage to World Heritage,” “community and stakeholder engagement,” “advance notice and consultation,” and “sustainable development policy cooperation.” Issues according to Türkiye‘s claim were analyzed in terms of “exercise of property rights according to domestic law,” “recovery of identity through sovereignty,” "conditions of use form for World Heritage registration,” and “guarantee of accessibility.” The conflict caused by the conversion of Hagia Sophia to a mosque is not easy to resolve because of the intervention of political, religious, and ideological discourses, in addition to cultural discourse.
Rather, the hasty approach to solving conflicts in politics, diplomacy, and religion is only a short-term stopgap measure that may have profound unexpected bad results. This study reviews the overall World Heritage system, from World Heritage listing to the conservation and management system. As an international organization for resolving heritage conflicts, the effective operation of the International Center for the Interpretation and Presentation of World Heritage Sites under the auspices of UNESCO (WHIPIC) and an in-depth study of conflict heritage are discussed. Fundamental and long-term solutions must be sought through further research.
Through this article, I hope it will be another opportunity to find clues to the conflict and resolution surrounding Hagia Sophia by identifying the main issues of conflict due to the conversion of Hagia Sophia's mosque and analyzing what judgment works.
