초록

본 연구는 재개발사업추진 경험이 없는 중ㆍ소도시를 중심으로 초기 재개발사업 추진위원회의 설립과정 상 주민들 간의 갈등문제를 실증분석을 통해 도출하고 이에 따른 개선대안을 제시하는 데 연구의 목적을 두었다. 이를 위해 파주시 금촌 1-3구역(율목지구)재개발지구의 토지등 소유자 전체 275명을 대상으로 구조화된 설문지(Structured questionnaire)를 이용하여 가구방문에 의한 1:1 대인면접법(face-to-face interview)으로 전수조사를 실시하였다.
그 결과, 총 275부 중 235부를 회수하였으며, 이중 오류가 있는 35부는 제외하고 최종적으로 72.7%에 수거율에 해당하는 200부를 본 연구의 실증분석에 활용하였다. 연구 결과는 첫째, 재개발사업추진의 취지에 대한 확실한 정보공유가 되지 않고 있다. 둘째, 재개발사업 추진위원회의 임원들에 대한 질적 자질문제이다. 셋째, 재개발사업을 추진하는 과정에서 대부분의 토지 등 소유자들은 지방자치단체 공무원들의 업무 비협조가 사업추진에 걸림돌이 되고 있다고 생각하는 것으로 나타났다. 넷째, 재개발사업을 추진하는 과정에 투기적 현상이 발생하여 사업추진을 오히려 지연케 하며, 추진위원회 구성에 반대 그룹으로 형성되어 사업의 장기화 우려가 있는 것으로 나타났다. 그러나 중ㆍ소도시에 대한 재개발사업의 추진과정상 문제점에 관한 선행연구가 미흡하고, 중ㆍ소도시의 정비사업도 추진된 사례가 아직은 전무한 상태로서 향후 이에 대한 연구가 지속적으로 필요하다. 이러한 연구는 노후ㆍ불량한 주택이 많은 중ㆍ소도시에서재개발사업이 원활하게 진행된다면 지역사회의 발전은 물론, 국가발전에도 도움이 될 것이며, 주민들의 주거환경개선과 주택공급정책에도 큰 도움이 될 것으로 확신한다. 이상과 같은 결과로 미루어 볼 때, 향후 재개발사업 추진 과정상 주민들이 사업진행 단계별로 참여하여 의견을 개진하고 최대한 반영될 수 있도록 하는 시스템 구축과 중도적ㆍ객관적 입장인 지방자치단체의 감독, 정보의 시스템화, 정부의 일관성 있는 정책 전환이 필요하다.

영어초록

This study was intended to elicit the conflict problem between local residents in the process of establishing the redevelopment project promotion committee with a focus on medium-sized and small town with no experience in the promotion of the redevelopment project through empirical analysis and present the resultant improvement scheme. For this purpose, the questionnaire research was conducted for 275 landowners of Kumchon 1-3 zones(Yulmok Zones) in Paju City in the face-to-face interview method through home visit by using the structured questionnaire. As a result, 235 questionnaires out of total 275 ones were returned.
Except 35 questionnaires with errors, the 200 ones equal to the return rate of 72.2% were employed for the empirical analysis of this study. As a result, the following study results were obtained : First, problem concerning the lack of understanding about the promotion of the redevelopment project and the method of knowledge acquisition.
Second, the problem concerning the confidence of the redevelopment project promotion committee. Third, the problem of dissatisfaction with the sharing of information on the redevelopment project promotion committee. Fourth, the problem of the conflict between landowners such as land at the time of promoting the redevelopment project.
Fifth, the problem of non-cooperation of local government in the process of promoting the redevelopment project. To resolve these problems, the following matters will be required : First, the need to reinforce the role of the redevelopment project promotion committee such as its education, public relations and the like are required. Second, legal and institutional arrangements are required so that the opinion of the majority may be reflected or so that the regular meeting or seminar, public hearing and the like may be held. And local government should have the function of administering and supervising the redevelopment project promotion committee. Third, it is necessary to induce the sharing of information through the news bulletion of the redevelopment project promotion committee or local government and invited specialist seminars concerning the changes of laws and institutions. Fourth, local government should provide support to the redevelopment project promotion committee in policy such as the preparation of the regular minutes, or education for the understanding of its related laws and systems and the delivery of information and the like from its organizing stage. And it is necessary to build up the full-time monitoring system concerning external speculators and respond to and cope with civil petitions in a faithful way. Fifth, it is necessary to reinforce the technical education for official servants and deploy them to fit their talents as the problem of non-cooperation of local government in the process of promoting the redevelopment project arises from the lack of speciality of the official servants in charge. Then, it is thought that the civil petition which may arise from the lack of speciality will be reduced. Especially, it is thought that the phenomenon of the lack of consistency in the process of job processing and the complexity of difficult-to-understand laws for non-specialists could be resolved. Accordingly, local government is desperately required to make efforts and preparations as it is the scheme to resolve two problems of restoring confidence in official servants and training and educating specialists.
