초록

지금까지 한반도 통일방안은 화해협력을 통해 동질성을 회복하고 자유총선거를 거쳐 통일을 완성하는 3단계 평화통일 방안에 중점을 두었다. 그러나 이제는 전쟁을 통해 한반도가 통일되는 상황에도 대비해야 한다. 국제사회의 반대에도 불구하고 북한 김정은 정권이 핵과 장거리 미사일 개발을 지속함에 따라 북핵문제 해결과정에서 무력충돌이 발생하고 이것이 전면전으로 발전할 가능성이 매우 높아지고 있는 것이다. 한반도에서 전쟁이 발생하면 반드시 승리해야 하며, 전승을 발판으로 한반도 통일을 이룩해야 한다.
북한군의 무력도발을 격퇴하고 한국군이 최종 승리함으로써 한반도 통일을 달성했을 때 남북한 군사통합은 매우 중요하다. 패전한 북한군 일부가 통합과정에 불만을 품고 무장저항세력으로 전환된다면 내전으로 확대될 수 있으며, 최악의 경우 한반도 통일이 무산될 가능성까지 있다. 따라서 북진과정에서 획득되는 북한군은 저항의지에 따라 구분 관리하고, 전쟁이 완전히 종료된 후에는 패전한 북한군이 저항없이 해산해서 한국사회에 안정적으로 통합될 수 있도록 종전선언과 동시에 지휘 및 통제체계를 단일화하고, 개인화기 등 각종 저항수단을 신속히 회수하며, 동화교육과 취업역량 강화교육을 실시해서 남한에 안정적으로 정착할 수 있는 역량을 키워줘야 한다.
군사통합의 성공여부는 한반도 통일을 최종적으로 완성하는데 결정적인 요소가 될 수 있다. 엄청난 희생을 바탕으로 획득한 통일의 환호성이 군사통합에 실패하여 한순간에 사라지지 않도록 하기 위해서는 국방부를 중심으로 통합전문인력을 양성하는 등 남북한 군사통합에 대비한 대책을 조속히 마련해야 한다.

Until now, the unification plan on the Korean Peninsula focused on the three steps of peaceful reunification, restoring homogeneity through reconciliation and cooperation and completing the unification through free general election. But now, we must prepare for the unification of the Korean Peninsula through war. Despite the opposition of the international community, as Kim Jong Eun regime continues to develop nuclear and long-range missiles, armed conflicts arise in the process of resolving the North Korean nuclear issue and it is very likely that this will develop into a full-scale war. If there is a war on the Korean Peninsula, it must be won, and the unification of the Korean Peninsula should be accomplished by winning the war.
Military Integration of the two Koreas is very important when the North Korean army is defeated and South Korea achieves the unification of the Korean Peninsula after the final victory. If some of the defeated North Koreans are dissatisfied with the integration process and turned into armed insurgents, they could expand into civil war, and in the worst case, the unification of the Korean Peninsula may be lost. Therefore, the North Korean army acquired in the process of advancing northward to North Korea is divided and managed according to the will of resistance, and after the war is completely ended, the defeated North Korean army is dissolved without resistance and can be integrated into the Korean society in a stable manner. It is necessary to rapidly repossess various resistance measures such as personal firearms, and to assimilate them in the Korean society and to strengthen their capacity to secure stable employment in South Korea.
The success of military integration can be a decisive factor in the finalization of the unification of the Korean Peninsula. In order to prevent the sudden disappearance of the cheering of unification by military integration failure, it is necessary to prepare measures against the military integration of the two Koreas, such as the training of the integration expert personnel centered on the Ministry of National Defense.
