지방의원의 조직지원인식, 긍정심리자본, 직무열의의 영향관계 (The Impact Relationship Between Local Councilors’ Perception of Organizational Support, Positive Psychological Capital, and Job Engagement)

초록

우리나라 지방자치법이 2021년 전부개정으로 가장 큰 폭의 제도적 변화를 초래되었다. 이러한 변화와 관련하여 지방의원들의 의정활동을 지원하는 지방의회 사무기구 지원시스템의 변화에 대해 지방의원들은 어떻게 인식하는지? 이러한 제도적 지원시스템의 변화인식은 지방의원들의 긍정심리자본과 직무열의에 어떠한 영향을 미치는지? 본연구는 이러한 연구문제를 초점을 두어 지방의원들을 대상으로 한 설문조사 분석을 통해 정책적 시사점을 모색하고자 했다. 지방의원 202명의 설문조사 결과를 통해 다음과같은 정책적 함의를 도출할 수 있었다. 첫째, 지방의원의 의원선수와 의정활동 수행에지원하는 조직지원제도는 부정적 상관관계가 있었으며, 긍정심리자본과 직무열의에 대해서도 부정적 상관관계가 있는 것으로 나타났다. 이점에서 지방의원의 선수가 많을수록 의정활동 수행에 어떠한 장애요인이 있는지에 대한 보다 심층적인 탐색이 요구된다.
둘째, 지방의원들은 의정활동을 수행함에서 제도적으로 지원하는 전문위원의 지원성만긍정심리자본에 대해 통계적으로 유의미한 긍정적 영향을 미치고, 반면에 의회사무처의 지원성과 정책보좌관의 지원성은 통계적으로 유의미한 영향이 없는 것으로 나타났다. 의회사무처의 지원과 정책보좌관의 지원과 관련한 제도적 개선사항과 지방의원들의 복지와 관련한 사항 등의 총체적인 탐색이 요구된다. 셋째, 지방의원들의 의정활동과 관련한 의회사무처의 지원성만 직무열의에 높은 긍정적 영향을 미치는 것으로 나타났고, 전문위원의 지원성과 정책보좌관의 지원성은 직무열의에 통계적으로 유의미한영향을 미치지 않았다. 지방의원에게 제공하는 의회사무처의 지원은 의정활동 수행에대한 열의와 몰입하는데 중요한 선행변수라는 것을 확인할 수 있었다. 넷째, 지방의원들이 보유하고 있는 긍정심리자본은 의정활동을 수행과정에서의 직무열의에 매우 높은긍정적 영향을 미치는 것으로 나타났다. 긍정심리자본은 의정활동을 수행하는데 열의와 헌신적인 행동에 매우 중요한 선행변수임을 확인할 수 있었다.

영어초록

The Local Autonomy Law in Korea was revised in 2021, resulting in the largest institutional change. In relation to these changes, how do local council members perceive the change in the support system for local council office organizations that support local council members’ legislative activities? How does this perception of change in the institutional support system affect the positive psychological capital and job engagement of local council members? Focusing on these research questions, this study attempted to seek policy implications through the analysis of a survey targeting local council members. Through the results of a survey of 202 local council members, the following policy implications could be derived.
First, there was a negative correlation between the elected congressman’s experience and the organizational support system that supports the performance of legislative activities, and it was found that there was a negative correlation between positive psychological capital and job engagement. In this regard, the more athletes there are in local councilors, the more systematic exploration of what obstacles there are in the performance of legislative activities is required. Second, only the support of professional members who support institutionally in carrying out legislative activities had a statistically significant positive effect on positive psychological capital, while the support of the parliamentary secretariat and the support of the policy adviser had no statistically significant effect. Third, it was found that only the support of the council secretariat related to the legislative activities of local lawmakers had a high positive effect on job engagement, and the support of professional members and policy aides did not have a statistically significant effect on job engagement. It was confirmed that the support of the council secretariat provided to local council members was an important antecedent variable in engagement and commitment in the performance of legislative activities. Fourth, it was found that the positive psychological capital held by local lawmakers had a very high positive effect on job engagement in the process of carrying out legislative activities. It was confirmed that positive psychological capital is a very important antecedent variable for engagement and dedicated behavior in carrying out legislative activities.
