초록

재난관리에서 상황관리는 재난대응의 성패를 가늠할 만큼 중요한 요소이다. 상황관리가 이루어지지 못할 경우 재난관리의 성공적인 임무수행이 어렵기 때문이다. 재난발생 초기 초동대응단계에서의 상황관리가 무엇보다 중요하게 요구된다. 그러나 각종 재난 및 재해 발생 시 그 발생 현장의 접점에 위치하고 있는 기초자치단체의 재난안전상황실의 운영체계는 아주 취약하기 그지없다.
재난관리의 성공적인 임무 수행을 위해서는 첫째, ‘재난안전법’에 의한 재난안전상황실의 운영체계 강화가 필요하다. 각 기초자치단체의 재난안전상황실의 설치근거를 구체적으로 명시하는 법 개정을 통해 재난관리 컨트롤타워로서의 명확한 정체성이 정립되어야 한다. 이를 통해 단기적으로는 기초자치단체의 기존 당직실과 통합 운영방안이 필요하다.
둘째, 재난관리 통합 상황공유 및 협업체계 운영 강화이다. 무엇보다 재난정보가 평상시 실시부서와의 공유체제가 원활하게 이루어져야 한다. 또한 협업체계에 의한 협력기능 강화를 위해 재난관리 부서를 ‘총무부서’로 조정하는 것이 이상적이다. 중장기 대책으로 관할기관간의 협업체계에 의한 통합상황실 운영방안도 모색할 필요가 있다.
셋째, 재난안전상황실 전담 및 전문인력 충원이 필요하다. 방재안전직렬에 대한 별도의 추가정원을 확보하는 방안 등 중장기적 대책을 강구하는 한편, 단기적으로 기초자치단체의 자체인력 배치를 통해 재난안전상황실의 실질적인 운영이 지원되어야 한다. 현장중심의 재난관리 역량강화는 기초자치단체 재난안전상황실의 실질적인 운영체계에서 뒷받침되어야 한다.

In disaster management, situation management is an important factor to determine the success or failure of disaster management. This is because it is difficult to successfully carry out the mission of disaster management if situation management is not carried out. Situation management in the initial response stage in the early stages of a disaster is required most importantly. But, in the event of various disasters and calamities, the operating system of disaster safety situation room of the basic local government located at the contact point of the site of the occurrence is very weak.


To successfully carry out the mission of disaster management, firstly, it is necessary to strengthen the operating system of disaster safety situation room according to the ‘Disaster Safety Act’. The identity as a disaster management control tower should be established through revision of the law that specifically specifies the basis for the installation of disaster safety situation room of each basic local government. Through this, in the short term, integrated operation measures with existing on-call offices of local governments are needed.
Secondly, integrated disaster management situation sharing and strengthening cooperative management. Above all, the sharing system of disaster information with the department in charge should be smooth. In addition, it is ideal to adjust the disaster management department to the ‘general affairs department’ to strengthen the cooperative function through the cooperative system. As a medium-and short-term measure, it is also necessary to seek measures to operate the integrated situation room by the cooperative system among competent agencies.
Thirdly, it is necessary to improve and recruit the exclusive and professional personnel for disaster safety situation room. While devising medium-and short-term measures such as securing additional quota for line of work for disaster prevention safety, in the short term, the actual operation of the disaster safety situation room should be supported through the deployment of its own personnel by the local government. Reinforcement of field-centered disaster management capacity should be supported by the actual operating system of the disaster safety situation room of the basic local government.
