신제도주의적 관점에서 지방정부 복지정책결정과정에 관한 연구 (A Study of the Process of Social Welfare Policy-making in a Local Government form the Perspective of New Institutionalism)

초록

본 연구는 지방정부의 복지정책결정이 어떠한 매카니즘에서 그리고 주요한 영향요인은 무엇인지 정책결정과정에 대한 경험적 분석을 통해 규명하고자 하였다. 그 동안 실증적, 계량적 선행연구에서 각각의 요인들의 영향력 수준이 확인되었지만 지방정부의 복지정책결정과정에 대한 사례연구를 통해 관련 내용을 규명하는 데는 미흡하였다. 이러한 맥락에서 본 연구는 신제도주의의 제도개념을 확장하여 정책결정과정상의 행위자의 선호, 행위, 선택과 제도적 맥락의 측면에서 지방정부의 사례를 분석하였다. 분석대상은 충남도의 민선5기 핵심공약 중 현재 중단된 충남복지재단 설립ㆍ운영에 관한 사항과 성공적으로 추진된 영유아무상보육사업이다.
지방정부의 복지정책결정과정의 매카니즘은 정치적요인과 경제적 요인, 그리고 사회적 요인의 상호작용과정으로 파악된다. 지방정부의 정책결정과정에 영향을 미치는 요인으로 정책결정자의 정책의지, 정치행정문화, 이해집단의 태도, 사회의 지배적 이념이나 가치의 변화, 그리고 도민의 경제활동수준 및 지방정부의 재정력 수준이다.

영어초록

This study attempted to identify the mechanism in which the welfare policies of a local government are made, as well as the major determinants of policy outcomes, by analysing its policy-making process.
There has been a large volume of quantitative researches which deal with the welfare policies on the level of local government and have contributed to exploring the different degrees that various factors make effects on a certain welfare outcome. However there has been a few on the policy making process, an empirical research of identifying the determinants of the welfare policies on that level by using the method of case study. Bearing that in mind, the study employed new institutionalism as a basic framework, then further extended it to comprise such factors as actor’s preference, behavior, choice and institution in the policy-making process.
Using this framework, the research picked up two distinctive policies out of the welfare promises that was made by the incumbent Governor of Chungnam Province during his election movement: one is the foundation of a Chungnam Welfare Fund, the discussion of which is currently suspended. The other is free childcare service for under 6 that was successfully implemented.
The study found that the mechanism of the welfare policy-making process in a local government needs to be understood as an interactive process among such factors as politics, economy, and societal life. At the same time, it was identified that the determinants of the welfare policies in a local government are such as the will of policy makers, political and administrative culture, the attitudes of interest groups, the changes of dominant ideology and value, and the level of local economic activities and the financial capacity of a local government.
