이명박 정부의 방위산업 신성장 동력화와 국방연구개발 (New Growth Engine of National Defense Industry and Military Research and Development of the Lee Myung Bak's Administration)

초록

본 논문의 목적은 이명박 정부 재임기간(2008∼2012) 동안 추진되었던 방위산업의 ‘신성장동력화’ 정책의 실천과제의 하나인 민간주도의 개방형 국방연구개발 추진의 성과와 방위산업기술 및 수출에 미치는 영향에 관하여 분석, 평가하는데 두고 있다. 이를 위해 필자는 이명박정부가 추진한 신성장 동력화의 이론적 배경과 개방형 국방 연구개발(R&D)에 집중헸던 요인을 대내적, 대외적 요인을 중심으로 분석함과 동시에 이러한 요인들이 신성장 동력 추진에어느 정도 영향을 끼쳤는지 분석하였다.
이명박 정부의 정책 목표는 국방R&D 투자에 의한 첨단기술력 확보, 방위산업의 대외 경쟁력 강화, 방산물자 수출 확대로 요약된다. 이명박 정부는 방위산업 기술력 제고를 위해 재임기간 개방형 국방 R&D 정책채택과 추진, 방위력 개선비 증액, 국방 R&D 분야 등에 집중투자하여 어려운 대내외적 여건과 상황 속에서 괄목할 만한 성과를 분석, 평가하였다.
이명박 정부가 국방연구개발 분야에 괄목할 만한 투자를 하였지만 선진국에 비교하여 아직 미흡한 수준이다. 집권 초 설정한 국방R&D 분야 투자 목표치에 도달하지 못했고 또한 개방형 민간주도의 국방연구개발이 계획대로 추진되지 못해 첨단 국방과학기술 수준은 아직 선진국에 비교하여 미흡하다. 따라서 향후 발전적 방위산업을 위해 국방 R&D 투자가 지속적으로 이루어 질 수 있도록 정부의 국방 연구개발에 대한 지속적인 투자와 개방화된 연구개발 체계 강화, 민군의 협력적 연구개발을 위한 제도적 장치가 필요하다.

영어초록

The purpose of this paper is on analyzing and evaluating the effects on National Defense Industryand the results of military Research and Development led by civilian industry which was one of theobjectives of National defense industry’s New Growth Engine Policy operated during the Lee MyungBak’s administration. This further studies the domestic and external factors of theoretical backgroundof the New Growth Engine policy and its reason of conversion to military Research andDevelopment.
Lee administration’s New Growth Engine policy targeted increased competency of defense industrythrough military research and development, constructing support mechanisms for exports of nationalefense industry, and managing an effective national defense industry. The core of high-tech defenseindustry promotion is the open-type private-sector-driven on military research and developmentwhich was what Lee administration strongly forwarded.
Through the open-type private-sector-driven Open Military R&D, investment in the R&D ofnational defense industry per expenditure and the rate that R&D and fundamental researchcomprises has increased annually, and during Lee’s terms, investment in core technology aimed atsecuring high-tech national technology has been also gradually increased. Although the participationrate in private-sector-driven R&D, is rising, the investment in core technology is minimal comparedto the ADD.
In brief, Lee administration has achieved a big success in military R&D, yet it did not matchwhat other developed countries have accomplished. Thus, there needs to be constant investment putinto the procurement process of high-tech national defense technology and rearrangement in the competitiveness, openness, and in globalizing the military R&D in order to produce high-techmilitary technology with the cooperation of civilian industry.
