民國시기 新圖書館運動의 전개 및 그 영향 (A Study on the Development and Influence of the New Library Movement in the Early Years of the Republic of China)

초록

본고는 민국시기 초 新圖書館運動이 발흥하게 된 주요 사상적 흐름과 사회적 배경을 기반으로, 약 20년간 활발히 전개된 新圖書館運動이 근대 중국 사회에 어떠한 영향을 미쳤는지 살펴보았다. 민국 초기 물밀듯이 들어오는 서구의 선진사상은 근대 중국 사회가 갈망하던 정치⋅경제⋅문화의 과감한 개혁을 단행하게 된 주된 요인이라 할 수 있으며, 그 중 특히 근대교육 개혁과 발전의 원천을 제공하였다. 또한 더 나은 사회로의 활로를 제시한 지식인들의 통찰을 통해, 학교 밖에서도 모든 민중들이 자유롭게 교육받을 수 있는 근대도서관의 확립을 주장하는 新圖書館運動이 급속도로 부상하기 시작하였다. 社會教育司의 설립과 도서관 관련 법 제정 등 국가 차원의 제도적 기반은 新圖書館運動의 발전을 더욱 공고히 하였다.
이러한 사상적 제도적 환경을 기반으로, 학문성에 지나치게 편중되어 일반 민중과 거리가 멀었던 당시 상황을 개선하고자 광범위한 홍보활동을 펼쳤으며 이를 통해 대중들이 도서관의 기본적인 기능을 인식하고 도서관을 최대한 활용할 수 있게 하는 것이 이 운동의 가장 큰 목적이었다. 또한 도서관의 이용과 지도의 쇄신을 필요로 함에 따라, 도서관 관련 협회의 설립과 도서관학 교육, 도서관학 관련 간행물 및 논문을 발간하여 도서관학을 전문적으로 연구하고자 하는 활동이 활발히 진행되었다.
新圖書館運動이 결정적으로 지향하는 바는 歐美의 도서관학을 기반으로 한 ‘중국의 도서관학’을 건설하여 도서관을 전문화 보편화하고, 이를 통해 근대 중국 민중들로 하여금 시간과 장소에 제약 없이 독서를 생활화하도록 하는 것이었다. 더 나아가 사회교육기관으로 자리잡은 도서관에서 문자교육, 지식의 증대 및 사상적 계발을 용이하게 하여 민중의 근대화를 실현하고자 하였다.

영어초록

This paper analyzes the development and impact of the New Library Movement on Modern Chinese society, taking into account the main ideological trends and social background that led to its rise over a period of approximately 20 years during the early years of the Republic of China. The early Republic of China experienced a strong desire for political, economic, and cultural reform, with Western advanced ideas serving as a significant factor in inspiring the country's modernization efforts. In addition, through the insights of intellectuals who suggested a way to a better society, a new library movement that insisted on the establishment of a modern library where all citizens can be freely educated outside of school began to emerge rapidly. The establishment of a Social Education Department and the enactment of library-related laws served as the institutional foundation that further strengthened the development of the New Library Movement. These developments facilitated the establishment of modern libraries and provided the legal framework to ensure their accessibility to all citizens outside of school, with a focus on promoting free education and cultural advancement.
Based on the ideological and institutional environment described above, extensive efforts were made to promote libraries and their basic functions to the wider public. This was necessary as the prevailing academicism of the time made libraries too concentrated and inaccessible for common citizens. To further improve library use and guidance, activities to specialize in library science were undertaken. Library-related associations were established, library education programs were developed, and publications on library science were released to promote the advancement of this field.
The New Library Movement had a decisive goal of building a "Chinese library science" that was based on American library science. This goal aimed to specialize and universalize libraries, making reading accessible to modern Chinese citizens without any restrictions of time and place. Libraries, which had become social education institutions, attempted to promote the modernization of society by facilitating literacy education, knowledge enhancement, and ideological development.
