초록

본 연구는 서울시 마을공동체종합지원센터와 서울시 간의 협력관계를 분석하여, 중간지원조직과 행정기관의 협력관계 증진 방안을 제안하는 것을 목적으로 한다. 마을만들기는 네트워크와 사람을 중심으로 하는 사업의 특성상 긴밀한 협력관계가 필요하고, 그 관계 안에서 사업을 수행하는 중간지원조직과 행정시스템을 지원하는 행정기관과의 관계가 무엇보다 중요하다. 그러나 행정기관의 지원으로 시작된 서울시 마을만들기 사업은 기존 행정시스템과 다른 소통구조 및 체계를 가지고 있는 등 협력관계를 형성하기에 어려움이 존재한다. 우선, 기관 운영의 특성상 수직적 관계를 형성할 여지가 있고, 중복적 행정 절차로 인하여 사업 적시성을 놓치거나 전문성 등이 훼손될 수 있는 가능성이 있었다. 협약서에 책임과 의무·권리 분배에 대한 균형적 명시가 명확하지 않았고, 사업 관련 다 주체 간 유기적 소통체계가 부재하였다. 또한 성과 기준 및 성과에 대한 해석이 상이함과 함께 성과 측정에 대한 객관적 평가 요소가 부족하였다. 이러한 문제점을 개선하고 협력관계 증진을 위한 방안으로, 첫째, 예산 및 사업계획 승인 절차 간소화, 사업 추진 및 기관 운영 등과 관련한 제도 및 조례의 상향식 정비, 중립적 사업 추진을 위한 재정기반 확보 방안 마련 등이 필요하다. 둘째, 행정기관과 중간지원조직 간 신뢰 강화 및 균형적 관점의 상호이해를 증진하여야 한다. 셋째, 신뢰성 있는 소통네트워크 마련을 통한 소통 활성화 및 융합적인 소통을 하여야 한다. 마지막으로, 평가 시스템 개선 및 객관적 성과 지표 개발을 통해 궁극적으로 마을공동체 만들기 사업의 성장 및 확산을 도모해야 한다.

영어초록

Purpose of this research is to suggest ways to enhance partnership between intermediary organization and administrative agency by analyzing partnership between Seoul community Support Center and Seoul government. Community Building requires close partnership due to its characteristic which focuses on network and people, and relationship between intermediary organization which conducts the project and administrative agency which provides administrative support is important. Seoul Community Building Project, which was started out with the support from administrative agency, had difficulty in establishing cooperative relationship since the project itself had different communication structure and system from existing administrative system. First, there was a possibility to establish a vertical relationship due the characteristic of agency management, and there was a possibility to miss timeliness or to damage professionalism due to redundant administrative procedures. There was no clear description about specific balance between responsibilities, duties and rights in the agreement, and there was no organic communication system between participants related to the project. In addition, the interpretation of performance standards and performance was different, and it lacked objective evaluation factors for performance measurement. To improve these problems and promote cooperative relationship, the first step is to simplify the procedures for budget and business plan approval, to organize system and ordinance related to conducting business and organization operation in a bottom-up way, and to establish measures to secure a financial base for the neutral promotion of the project. Second, trust and mutual understanding of balanced perspective between administrative agency and intermediary organization should be enhanced. Third, communication should be revitalized through establishing reliable communication network and integrated communication should be made. Finally, through the improvement of the evaluation system and the development of objective performance indicators, the growth and diffusion of Community Building Project should be promoted ultimately.
