‘전시산업발전법’ 제정과정에서의 정부, 조직 및 행위자와의 관계 연구: 앨리슨 모형(Allison Model)을 중심으로 (A Study on Relationship among Rational Actor, Organizational Behavior and Governmental Politics in the Making Process of ‘Act on the Development of Exhibition Industry’: An Allison Model Approach)

초록

MICE(Meeting, Incentive Tour, Conference(Convention), Exhibition(Events))산업과 더불어 우리나라 전시산업(exhibition industry)은 지난 20년간 질적․양적으로 급성장하였다. 이러한 성장에는 전시산업을 새로운 신성장동력으로 인식한 정부의 강력한 정책 추진의지와 정책적 지원이 있기에 가능했다. 하지만 정책적 중요성에도 불구하고 우리나라 전시산업을 구체적인 대상으로 한 정책결정과정에 관한 연구는 부재한 상황이다.
따라서 본 연구는 전시산업 육성책의 결과로 2008년 제정된 전시산업발전법이 제정되기까지의 배경과 과정을 검토하였다. 전시산업발전법의 제정은 단일한 하나의 모형으로 설명되기보다는, 제정 과정의 특성상 복합적인 형태의 모형으로 설명되는 것이 설득력 있다. 이론적으로는 정책결정과정을 합리적행위자, 조직행태, 정부정치의 세 측면을 종합적으로 고려하는 앨리슨 모형(Allison Model)을 적용하여 분석하였으며, 방법적으로는 전시산업발전법 제정 과정상의 국회 및 정부의 회의록, 보고서, 보도자료 등의 문헌연구를 실시하였다.
분석결과 전시산업 관련 정책은 합리적 행위자인 산업부의 주도로 추진되었으며, 범정부적인 관련 산업 육성정책에 따라 유관 부처들이 유기적으로 작용하였다. 하지만 전시산업발전법은 행위자와 조직 간의 합리적인 의사결정의 결과물로 표출되지 못하고, 정부 정치의 경쟁관계 속에서 최종적으로 산업부의 독자적인 추진으로 제정되었다.
본 연구의 범위는 전시산업 정책결정과정까지로 한정하였으므로, 향후 연구는 정책 집행 및 평가를 포함한 전시산업 정책과정 전반으로 확장할 필요가 있다. 또한 현재 이원화 되어 있는 국제회의와 전시산업을 통합하는 MICE산업 전반의 정책 및 법률에 대한 연구도 진행되어야 할 것이다.

영어초록

With MICE(Meeting, Incentive Tour, Conference(Convention), Exhibition(Events)) Industry, Korean Exhibition Industry has been growing qualitatively and quantitatively over the last 20 years. A strong policy commitment and support from government made an exhibition industry as a ‘new growth engine.’ However, despite the importance of policy, only a few studies on policy-making process by the Korean exhibition industry with specific targets were developed.
The purpose of the present study was to examine the background and process of the ‘Exhibition Industry Development Act’ enacted in 2008 as a result of the exhibition industry development policy. In nature, a making process is reasonable to be described as a model of complex shape rather than the model of a single type. Theoretically, it was adapted by ‘Allison Model’ which was comprehensively considered a policy-making process in three aspects, ‘the rational actor’, ‘organizational behavior’ and ‘governmental politics’. Methodically, a literature review such as minutes, reports and press releases of the National Assembly and the government on the ‘Exhibition Industry Development Act’ making process was conducted.
The results show that the exhibition industry policy-making process was promoted by MOTIE(Ministry of Trade, Industry and Energy) as a rational actor, relevant government ministries have acted organically in accordance with promoting pan-governmental policy. But 'Act on the Development of Exhibition Industry' did not leat to the result of rational decision-making between actors and organizations and was finally enacted by the MOTIE's own propulsion in competition with the governmental politics.
Because the scope of this study is limited to the exhibition industry policy-making process, further studies need to be extended throughout the exhibition industry in the entire policy process including policy implementation and evaluation. As a result, the study on MICE related-policies and regulations that integrates very divided convention and exhibition sectors should go on.
