한국 대학생들의 해외 인턴쉽 활성화를 위한 탐색적 연구 (Analysis on the Overseas Internship of Korean College Students and Policy Implications)

초록

본 연구의 목적은 청년층의 해외 인턴쉽 확대를 통한 청년실업 대책 방안을 제시하는 데 있다. 따라서 이 연구에서는 해외취업의 Push 및 Pull 요인을 설명하는 PPM 모형을 이론적 토대로 하여 해외 인턴쉽의 현황을 살펴보고 해외인력채용업체의 인턴 취업 현황을 조사하고 나아가 해외 인턴쉽 확대 방안을 다양한 각도에서 제시하였다.
연구 목적을 달성하기 위하여 주요 연구방법론으로 설문조사를 실시하였다. 조사대상은 해외인턴 총 108명, 해외 인턴쉽 참가 기관은 총 68개 기관이었다. 설문조사 분석 결과를 살펴보면 20대가 70% 이상을 차지하고 있어, 젊을수록 해외취업의 끌어당기기 효과가 크다는 사실이 증명되고 있다. 학력 변수를 중심으로 분석해보면, 고졸보다 전문대졸이, 전문대졸보다 4년제 대학 학력자의 참여도가 높은 것으로 보아 해외취업의 끌어당기기 요인은 학력과 긍정적인 관계에 있음을 알 수 있다. 국내 청년 실업의 증가는 국내 노동시장의 밀어내기의 힘이 작용하는 것의 영향을 받고 있으며, 세계경제의 침체로 해외 노동시장의 끌어당기는 효과가 몹시 적음을 보여주고 있다.
청년층의 해외 인턴쉽을 활성화하기 위한 방안으로서 정부, 대학, 기업 측면에서 정책을 제안하였다. 정부 정책으로는 해외취업을 권장하기 위한 장기적인 청사진 설계가 중요하다. 고등학교 단계에서 해외취업을 위한 진로 연계를 활성화하는 정책, 해외 인턴 및 워킹홀리데이를 위한 공식적인 웹사이트 운영 및 글로벌 교육지원, 개발도상국의 해외 인턴쉽 및 봉사 연계 프로그램 개발, 숙련 기술직의 해외취업 지원, 해외 취업 담당기관과의 연계 강화, 해외시장 개척에 대한 지원 및 해외 취업자의 사후관리 등의 정책적인 지원이 절실히 필요하다. 대학은 대학생들의 해외취업에 대한 인식변화를 가져올 수 있는 프로그램 제공, 해외취업의 기초자료 및 정보 제공, 외국어 소통능력개발, 기술 기능직 인력 양성을 통한 해외취업, 해외취업지원센터 및 교육부의 해외취업지원 사업 수행 등을 제시할 수 있다. 기업을 통한 정책으로는 해외인턴을 해외시장 개척시의 보조역할로 활용하는 방안, 명예 퇴직하는 인력 중 해당 언어와 문화이해능력 및 해외 파견 경험이 있는 인력을 청년층의 개발도상국 봉사 및 인턴쉽 관리 인력으로 활용하는 방안 등을 제시하였다.

영어초록

The purpose of this study is to suggest a solution for youth unemployment through creation of overseas internship opportunities for the youth. For this purpose, this research studies the current situation of overseas internship and suggests measures to expand overseas internship from various angles such as government, universities and corportions, based on a PPM model that explains push and pull factors of overseas employment.
We have surveyed 108 overseas interns and analyzed 68 institutions participating in overseas internship. The e-mail survey was utilized as a baseline along with telephone surveys. The survey results show that over 70 percent of the interns are in their 20’s, proving the fact that the pull effects are higher for the younger people. Education attainment level seems to have a positive correlation with the pull factor of overseas internship, as there were more college graduates than technical college graduations, and more technical college graduates than high school graduates.
The increase of domestic youth unemployment is influenced by the pull force of domestic labor market, while the recession of international economy shows that there is little pull effect of overseas labor market.
Finally, this research suggests policies to activate overseas internship of the youth from the perspectives of the government, universities, and private firms. The government needs to design the long-term road-map for the overseas employment, prepare the overseas careers at the high school level, develop the public web-sites for overseas internships and working holiday students, construct a system linking and evaluating the overseas internship, service programs and overseas employment, assist the skilled labor find overseas jobs and finally develop the overseas employment assistance program for the colleges so that it can be evaluated by the Ministry of Education.
The universities are requested to change th perception of overseas jobs by college students, provide the basic materials and information on overseas employment, develop the communication skills by the students and build the overseas employment assistance center. Corporations need to utilize the overseas interns as assistants for overseas branches and the retired manpower equipped with foreign languages, understanding of different culture and overseas experiences to manage the service and internship program for the developing countries. The overseas job world report needs to be developed and distributed, and finally the perception of overseas employment needs to be heightened through the overseas conference to the to-be-overseas applicants.
