생명보험관련 세제개편의 우선순위에 대한 연구 (Survey of the Taxation Reform of Korean Life Insurance Industry)

초록

본 연구는 현행 보험관련세제중 시급하게 개편되어야 할 세제의 우선순위를 제안하는 것이 연구목적이다. 이러한 연구목적을 달성하기 위하여 현행 보험관련세제에 대한 만족도, 개편시 보험산업에 미치는 영향, 그리고 시급하게 개선하여야 할 세제 등의 내용을 설문조사하였다.
이러한 연구목적을 달성하기 위하여 본 연구에서는 보험가입자, 보험모집인 그리고 보험회사 근무자를 대상으로 설문조사를 하였다. 구체적인 설문항목으로 우선 보험가입자 관련 현행 보험관련세제중 대표적인 4가지 세제인 “보장성보험료 소득공제”, “비과세 보험기간”, “연금보험료 공제” 그리고 “금융재산상속공제”에 대하여 설문조사를 하였다.
설문조사결과 각 응답자별로 응답의 결과는 약간씩 상이하였으나, 세제당국이나 보험산업의 입장에서는 보험가입자의 의견이 중요하기에, 보험가입자의 응답에 초점을 맞추어 연구결과를 종합하면 다음과 같다. 우선 가장 시급하게 개정하여야 할 현행 세제로 “보험료 공제금액의 확대”를 응답하였다. “보험료공제금액”에 대한 만족도는 현행 세제에 대한 만족도에서도 가장 낮은 것으로 나타나, 이에 대한 개정이 시급한 것을 알 수 있다. 또한 이러한 개정은 보험산업 성장에 상대적으로 높은 긍정적 효과를 보일 수 있을 것이라는 응답을 하였다. 다음으로 시급하게 개정할 현행 세제로 “비과세대상 보험기간의 단축”으로 응답하였다. 그런데 현행 10년의 비과세대상 기간에 대한 만족도는 현행 세제중 가장 높은 만족도를 보였다. 그러나 이에 대한 개정은 보험산업 성장에 상대적으로 높은 긍정적 효과를 보일 것으로 응답하였기에, “비과세보험기간의 단축”도 시급하여 개정되어야 할 것이다. 이에 비하여 “연금저축공제액의 확대”와 “금융재산상속공제 금액의 확대”는 상대적으로 그 개편이 시급하지 않은 것으로 판명이 되었다. 이에 본 연구의 결과를 이용하여 보험관련자들이 느끼는 우선순위를 고려하여 세제당국에서는 현행 보험세제에 대한 개편을 추진하여야 할 것이다.

영어초록

This survey is aimed to suggest what must be desperately reformed from the current insurance taxation. For this goal, we surveyed the satisfaction level about the current insurance taxation, influences of reformed taxation on insurance industry and what to be desperately reformed.
In this survey, to achieve such survey goal set forth above, we targeted on the insured, insurance recruiters and insurance company workers to survey. In particular, the survey questions include such four representative taxations of the current insurance taxation as "Deduction of Guaranty Insurance Fee", "Untaxed Insurance Period", "Deduction of Pension Insurance Fee" and "Deduction of Financial Property Inheritance".
The survey results varied a little bit in the responders' answers but they could be concluded comprehensively as follows focusing on the answers from the insured since the opinions from the insured were important. First of all, the insured answered that it was the "extension of deduction of insurance fee" that should be most desperately reformed. The satisfaction level about “deduction of insurance fee” was the lowest among those for the current taxation. That is, this result indicated that it was desperate to reform the "deduction of insurance fee". In addition, the insured answered that such reform of "deduction of insurance fee" would have relatively higher positive effect on growth of insurance industry. It was the "reduction of the untaxed insurance period" the insured answered as the current taxation that should be reformed desperately following the "deduction of insurance fee". However, the untaxed period of the recent 10 years showed the highest satisfaction level among the current taxation. The insured, however, answered that reform of the untaxed period would show relatively higher positive effect on growth of insurance industry. Therefore, the "untaxed insurance period" also must be reduced as soon as possible. On the other hand, however, reform for "extension of deduction of pension savings" and "extension of deduction of financial property inheritance" was not shown as desperate as the others. The taxation authority should consider what must be first reformed at the insurance related people's positions using the survey results to carry out reform of the current insurance taxation.
