우리나라 대통령직인수위원회에 관한 탐색적 연구: 정부별 인수위 인적 구성을 중심으로 (A exploratory study on the Presidential Transition Committee of the Republic of Korea: Focusing on the composition of committee members)

초록

대통령직인수위원회의 인적구성에 대한 논의는 인선(위원장과 인수위원 및 실무자), 위원장 등의 리더십, 인수위와 정부 내각의 인선 간 연계여부 중심으로 이루어지고 있다. 본 연구는 대통령직인수위원회 구성원의 인적특성과 위원 등의 공공분야 경력경로, 새 정부 인선과의 연계성에 대해 살펴보았다.
인수위원 구성은 사회･경제적 맥락과 대통령당선인의 인수위에 대해 부여한 주요 임무에 따라 달라졌다. 외환위기 상황이었던 김대중 대통령직인수위와 탄핵정국에서 출범한 문재인 정부 국정기획자문위에서는 인수위원과 자문위원으로 전･현직 국회의원 위주로 위촉했으나, 비교적 안정적인 사회･경제 상황에서 출범한 노무현, 이명박, 박근혜 대통령직인수위에서는 학계 및 경제계 인사 등을 인수위원으로 위촉했다. 그리고 당선인이 인수위에 부여한 핵심 임무를 기준으로 보면, 외환위기를 극복하기 위한 과도정부적 성격을 가졌던 김대중 대통령직인수위는 정치인 중심으로, 새 정부의 국정기본틀 형성 기구의 성격을 가졌던 노무현 대통령직인수위는 학계 인사 중심으로 인수위원을 인선했다. 다만 두 인수위 모두 실무인력은 행정관료를 중심으로 하되, 당료와 선대위 출신을 다수 참여시켰다는 공통점이 있다.
인수위원 등의 인수위 활동 종료 후 공공분야 경력경로를 살펴보면, 대통령들은 장관급 직위에 대해 정치인이나 학계 출신 인수위 참여자를 주로 발탁했으나, 기재부 장관의 경우 예외 없이 행정관료 출신이 발탁되었다. 그리고 차관급 직위에 대해서는 주로 행정관료 출신의 인수위 참여자가 임명되었다.
인수위 참여자의 인선과 새 정부 인선과의 연계성에 대해 대통령 집권 1년차에 장･차관 임명 시 인수위 참여자를 얼마나 지명했는지 기준으로 분석했다. 노무현 정부는 장･차관으로 인수위 참여자를 임명하는 사례가 매우 적었고, 박근혜 정부와 김대중 정부에서 비교적 높게 나타났다. 이명박 정부에서는 임명 정도는 높지 않았으나, 특히 경제분야 장･차관의 경우 집권 1년차에 인수위 출신 인사를 임명한 특징이 있었다.

영어초록

This study explored the following three topics for members of the presidential transition committee; the characteristics of members of the presidential transition committee, the career path of members after serving in the committee, and whether the transition committee members and the new government cabinet were linked.
The characteristics of the committee members depended on the socioeconomic context and the mission given by the president-elect to the transition committee. The Kim Dae-Jung presidential transition committee, which was launched in the wake of the 1998 Asian financial crisis, and the Moon Jae-In presidential transition committee, which was launched after the impeachment of President Park Geun-Hye, consisted mainly of former and current lawmakers. However, the presidential transition committees of Roh Moo-Hyun, Lee Myung-Bak, and Park Geun-Hye, which were launched in a relatively stable situation, consisted of professors, researchers, and entrepreneurs. The Kim Dae-Jung presidential transition committee, which served as a transitional government to overcome the financial crisis, was composed mainly of politicians, but the Roh Moo-Hyun presidential transition committee, which served as an institution for the planning or state affairs, was composed mainly of scholars.
After serving in the committee, the members who were mainly politicians or scholars were appointed ministers in the new cabinet but government officials, without exceptions, were appointed ministers for the Ministry of Economy and Finance and vice-minister positions.
Finally, in order to find out whether the transition committee and the new cabinet are linked, this study analyzed whether the president nominated ministers or vice ministers from the transition committee members in the first year of his/her term. Few committee members were appointed ministers or vice-ministers in the Roh Moo-Hyun government whereas the Park Geun-Hye and the Kim Dae-Jung governments appointed relatively more. The Lee Myung-Bak government also did not mainly appoint the transition committee members for the positions but it should be noted that for the economic field the members were appointed in his first year.
