高句麗와 宋 교섭의 의미 - 459년 사행을 중심으로 - (The Meaning of Negotiation Between Goguryeo and Song Dynasty: Focusing on the Visit of Envoy in 459)

초록

459년 고구려는 肅愼의 사신을 대동하여 송에 입조하였다. 본 글에서는 459년이라는 시점에 고구려가 숙신의 사신과 함께 송에 입조한 배경과 이유를 살펴보았다. 이는 고구려와 송, 양국 교섭이 가지는 의미를 새로운 각도에서 밝혀보려는 시도이기도 하다.
전통적으로 숙신은 聖德天子가 출현해 중원을 다스리면 그 덕에 감화되어 楛矢ㆍ石砮를 가지고 조공해 오는遠夷 朝貢의 상징으로 받아들여졌다. 그런데 236년을 기점으로 한동안 보이지 않던 중원왕조에 대한 숙신의조공이 재확인된다. 이때 숙신은 挹婁와 동일한 종족집단이다. 다만 동시에 여러 왕조가 공존하는 시대적 상황에서 숙신의 조공이 가지는 상징은 국가의 정통성 확보와 결부되어 중시되었다. 자연히 읍루를 숙신이라 여기는 인식이 확산되었다. 그리고 <광개토왕비>, 『삼국사기』에서도 숙신이 등장하는 것으로 보아 고구려도 이러한 인식을 공유한 듯하다. 459년 고구려가 대동한 숙신 역시 이와 관련된 집단으로 여겨진다.
459년 고구려가 원이 조공의 상징인 숙신을 대동한 것은 송과 고구려 양측의 이해관계가 합치된 결과였다.
북벌 실패와 내란이라는 위기 상황에서 즉위한 孝武帝는 내부 질서 및 대외 위상을 회복할 필요가 있었다. 효무제는 王畿 제정, 五輅 제작, 明堂 건립을 추진하며, 建康 중심의 천하관을 수립, 자국의 대내외 질서를 회복하려 하였다. 459년은 일련의 일들이 본격화되는 때였다. 같은 해 숙신의 입조는 송의 건강 중심 천하관 정립과 무관하지 않다.
한편 숙신을 동원한 것은 고구려에게도 두 가지 효용이 있었다. 첫째, 서북방의 동요를 막는 동시에 域內 세력에 대한 영향력 재확인이다. 5세기 중반 서북방지역의 정세변화로 고구려 영향력 아래에 있던 세력의 이탈 움직임이 포착되었다. 고구려는 이들의 이탈을 최소화하는 동시에 역내 세력에게 자국의 영향력을 강조하고자 숙신을 동원하였다. 둘째, 중원왕조 간의 긴장 관계를 활용한 외교 책략이었다는 점이다. 이질적인 왕조가 남북에 공존하는 상황에서 숙신의 조공은 각 왕조의 정통성을 보장받을 수 있는 중요한 척도였다. 당시 고구려는 숙신을 이용, 胡族이지만 중원의 진정한 지배자가 되길 갈구했던 북위를 자극하였다. 다른 한편 동아시아 내에서 고구려의 위상을 제고하는 수단으로 활용하고자 했다.

영어초록

Goguryeo attended the royal court of Song dynasty accompanied by the envoy of Sushen(肅愼) in 459. This article aims at understanding the Goguryeo’s background and purpose of this attendance at the time of 459. It is also an attempt to discover the meaning of the negotiations between Goguryeo and Song dynasty from a new perspective.
Sushen traditionally considered as the symbol of tribute from outlander barbarians(遠夷), which pay Hushi(楛矢, bush clover arrow) and Shinu(石砮, stone arrowhead) as a tribute influenced by the virtue of an emperor of saint virtues(聖德天子) when he emerges and governs Zhongyuan(中原, central plain). However, the tribute of Suksin to the Zhongyuan dynasty, which was suspended for a while after 236, is reaffirmed; Sushen is the same ethnic group as Yilou(挹婁) at this point. The symbol of Sushen's tribute was emphasized in connection with securing the legitimacy of the state under the circumstances that several dynasties coexist. Naturally, the perception that Yilou considered to be Sushen was widespread. Furthermore, it seems that Goguryeo shared this perception as the term “Sushen" is confirmed in Gwanggaeto Stele and Samguk sagi(三國史記, History of the Three Kingdoms). Sushen, that Goguryeo accompanied in 459, is also considered as the group related to this perception.
Goguryeo was accompanied by Sushen, the symbol of outlander barbarians’ tribute, as a result of the coincidence of interests between Song dynasty and Goguryeo in 459. Emperor Xiaowu(孝武帝), who acceded to the throne at a time of crisis of failure in northern expedition and rebellion, needed to restore internal order and external status. Emperor Xiaowu attempted to restore domestic and foreign order by establishing worldview centered on Jiankang(建康) while proceeding designation of Wanggi(王畿), production of Oro(五輅), and establishment of Myeongdang(明堂). In 459, a series of things began to start in earnest. The attendance of Sushen at the royal court is related to the establishment of Jiankang-centered worldview of Song dynasty.
Accompanying Sushen was also effective in two ways for Goguryeo. The first is the reaffirmation of the influence on the powers inside the domains(域內) and was prevent unrest in the northwest. As is generally known, Goguryeo had its own worldview since the 5th century. However, the breakaway movement of Silla and Buyeo, which were the part of this worldview, was captured in the middle of the 5th century. It is estimated that Goguryeo mobilized Sushen to emphasize the influence of the state while minimizing the aftermath of the breakaway. The second is that it was a diplomatic strategy that utilized the tension between Zhongyuan dynasties. Sushen’s tribute was an important measure of ensuring the legitimacy of each dynasty under the situation where disparate dynasties coexisting in the North and South. At that time, Goguryeo made use of Sushen to provoke Beiwei(北魏), which was Hojok(胡族) but longed to become a true ruler of the Zhongyuan; also, it was intended to be used as a mean to enhance the status of Goguryeo in East Asia.
