충청남도 화력발전소 주변지역 갈등관리에 관한 연구 (Directions for Analyzing and Systematizing Conflict Management Issues in Regions around Thermoelectric Power plants in Chungcheongnam-do Province)

초록

현재 충청남도에서 화력발전소가 입지해 있는 당진, 태안, 보령, 서천지역에서의 갈등관리는 매우 중요한 의미를 갖고 있다. 이는 우리 생활에 필수불가결한 전력생산임에도불구하고, 발전소 입지갈등과 신·증설 및 운영에 따른 주변지역에서는 지역갈등이 그치지않고 있으며, 이는 대체로 환경오염, 온배수 문제, 보상갈등, 지역공동체 균열 등 수많은지역갈등을 수반하고 있다.
본 연구는 지역 전문가 및 실무자를 대상으로 현지에서 갈등관리의 쟁점과 해소방향모색을 위한 연속 개최된 현장간담회를 토대로 수행되었다. 주요 참여주체들은 발전소주변지역 주민대표, 지역언론사, 지역NGO, 시·군 공무원 및 의회의원이었으며, 주요내용은 갈등의 개요와 발생원인, 이해당사자 및 참여주체들의 입장, 갈등의 양상과이슈, 향후전망과 해소방향 등이 포함되었다.
본 연구를 통해서 지역과 함께 상생발전하기 위한 각 발전소들의 실질적인 피해보상및 전향적인 지역친화기업으로의 변모가 필요하고, 이를 위해서는 지방정부가 지원하는주민참여와 소통 및 협의, 전문가 중재․조정 및 법․제도적 장치 마련 등을 통한실효성 있는 갈등관리 추진전략이 절실하며, 이와 관련하여 화력발전소 주변지역의바람직한 갈등관리를 위한 실천적인 정책방향 설정과 내실 있는 추진이 기대된다.

영어초록

It is really important to manage conflicts over thermoelectric power plants in the regions ofDangjin, Taean, Boryeong, and Seocheon in Chungcheongnam-do Province. The matter is theproduction of electric power which is indispensable to our life, but conflicts are arising one afteranother in relation to the location, establishment and enlargement of new power plants insurrounding regions; and most of the conflicts are accompanied by such problems as thepollution of environment, the distribution of hot or cold water, the compensation forenvironmental damages, and the breaking of regional communities.
This research is aimed to investigate into regional experts and personnel in charge of practicalmatters, with a view to drawing, from on-site social gatherings in series of personnel in chargeof practical matters, the schemes for managing conflicts, resolving issues and searching fordirections. Major participants in the gatherings include representatives of residents in regionssurrounding power plants, regional press, regional NGO, public servants from cities and counties,and regional council members. Major agenda include the summary of and causes for conflicts,the positions of stake-holders and participants. the aspects and issues of conflicts, future prospectsand directions for the solution.
The findings of this research comprise the facts that practical compensations for damages needbe made by each of the power plants in order that plants may be developed along with theirregional communities and they may be turned into proactive region-friendly enterprises, thateffective strategies to manage the conflicts shall be urgently facilitated by local governmentsincluding support for the participation, communication and consultation between residents, thearbitration and coordination conducted by experts, and the establishment of relevant laws andsystems. In this connection, it is also necessary that directions for practical policies should be setand creatively promoted so as to manage conflicts arising from regions surroundingthermoelectric power plants in an advisable manner.
