공공데이터 기록관리 활성화와 큐레이션 활용방안 연구 - 공공데이터포털, 혜안시스템을 중심으로－ (A Study on the Activation of Public Data Record Management and the Application of Curation : Focusing on Public Data Portal, Hyean System)

초록

우리사회는 지금 4차산업혁명을 맞이하고 있다. 다양한 산업분야와 연구분야에서 ‘빅데이터’라고 하는 방대한 양의 데이터를 분석하여 새로운 기업운영방식과 연구방법으로 활용하고 있다. 기록관리분야에서도 행정정보 데이터세트와 같은 데이터 유형의 전자기록을본격적으로 관리하기 시작하였다. 기록관리분야에서는 특히, 행정정보 데이트세트와 같은 공공데이터 기록을 관리하기 시작하면서이를 기록으로 포착하고 관리하기 위하여 관련 법령을 정비하고 있다. 그리고 실제 기록관리현장인 공공기관에서는 데이터 기록 관리를 위한 실무사업을 진행하고 있다. 하지만 데이터 기록은 기존의문서형태의 전자기록 유형과는 관리와 활용에 있어서 그 패러다임을 달리한다. DBMS의 구조를 갖는 데이터 기록은 기존의 철.건 형태의 기록관리 방식과 달리 시스템 단위(테이블 단위)로 관리되고있으며 데이터 형태의 특성상 그 활용에 있어서도 각각의 데이터기록의 평가 가치를 넘어서는 융합적 가치를 발견하고 이를 기록정보서비스로 활용할 수 있는 차별화된 특징이 있다.
현재 공공데이터의 관리 및 서비스는 행정안전부 한국정보화진흥원에서 운영하는 ‘공공데이터포털’과 행정안전부 국가정보자원관리원에서 운영하는 ‘혜안시스템’이 대표적이다. 이에 현재 공공데이터를 관리하고 활용하고 있는 ‘공공데이터포털’과 빅데이터 분석을 기반으로 데이터 정보 가치의 융합을 통하여 새로운 공공데이터 정보의 가치를 발견하고 창출하는 ‘혜안시스템’의 사례를 분석하여, 공공데이터 기록 활용 활성화 방안을 제시해 보고자 한다.

영어초록

Our society is now facing the Fourth Industrial Revolution. The vast amount of data, called ‘big data’ in various industrial and research fields, is analyzed and used as a new method of business operation and research. In the field of record management, electronic records of data types, such as administrative information datasets, began to be managed in earnest. In the field of record management, the government has started to manage records information data (hereinafter referred to as data records) such as administrative information data data sets, and in order to capture and manage them as records, it has reorganized the relevant statutes and is carrying out practical projects for data records management at public institutions, which are actually records management sites. However, data logging differs from traditional document types in management and utilization. Data records with the structure of DBMS are managed in a system unit (table unit) unlike the traditional method of record management in the form of iron and building, and Article 34-3 1 of the Enforcement Decree of the Public Records Management Act stipulates that ‘the head of a public institution shall manage administrative information datasets as a basic unit.’ Due to the nature of the data type, there is also a differentiated feature that can discover the convergence value beyond the valuation value of each data record and utilize it as a record information service.
Currently, the management and service of public data are represented by the “Public Data Portal” operated by the Korea Information Society Agency of the Ministry of Public Administration and Security and the “Hyean System” operated by the National Intelligence Resource Management Agency of the Ministry of Public Administration and Security. Based on the analysis of the public data portal, which currently manages and utilizes public data, and big data, we will analyze the case of the “Hyean System” that discovers and creates the value of new data information through the convergence of data information values, and present ways to promote public data record management and utilize curation of public data records.
