초록

‘반공포로 석방’ 이전 이승만은 협상을 유리하게 이끌기 위해 한반도 통일을 목표로 한 단독 군사행동과 북진통일론, 휴전 반대운동, 반미여론 확장을 통해 자국의 윈셋을 축소하여 미국의 윈셋을 확대하고자 하였다. 그러나 미국은 이러한 이승만의 강경한 태도에 대하여 점차 위협을 느끼게 되었지만, 협상 체결에 대한 필요성을 갖는 단계로의 위협으로는 작용하지 못하였으며, 이에 따라 미국의 윈셋은 확대되지 못하였다.
‘반공포로 석방’ 이전 이승만의 협상전략이 실패한 원인은 미국의 윈셋을 확대하지 못했기 때문이었다. 미국은 공산주의 세력 확장을 막기 위해 한국에게 안보를 제공해야 하는 필요성은 갖고 있었지만, 상호방위조약 체결까지는 동기가 충분하지 않았다. 결국 이승만의 전략은 미국에게 어느 정도 수준의 위협이 되었지만, 미국이 윈셋을 확대할 만큼 충분하고 실현 가능한 위협으로 작용하지 못하였다. 이승만이 1953년 6월 18일 ‘반공포로 석방’ 조치를 하기 이전까지 미국은 이승만을 설득하며 공산 측과 휴전협정을 체결할 계획을 하고 있었다.
그러나 이승만의 ‘반공포로 석방’ 이후 미국은 적극적으로 미국 내 비준 상황에 대해 언급하며 한국과의 상호방위조약 체결에 대한 적극성을 보였다. 따라서 이승만의 ‘반공포로 석방’이 미국의 윈셋을 확대한 근거로 작용한 결과임을 도출할 수 있었으며, 이승만의 ‘반공포로 석방’이 이승만이 목표로 했던 한미상호방위조약 체결에 결정적인 계기를 마련하였다고 평가하였다.
이러한 측면에서 이승만의 ‘반공포로 석방’은 자국의 윈셋은 축소하고 상대국의 윈셋을 확대하여 협상에서 상대방보다 유리한 고지를 점령하고, 자국의 국가이익을 극대화하기 위해 구사한 협상전략의 하나의 사례로써 가치와 의의를 가진다.

영어초록

Prior to release of anti-communism prisoners of Korean war, In order to direct the negotiations towards his advantage, ROK president Syngman Rhee attempted to expand the win-set of the United States by reducing its win-set of ROK through a "strategy of being caught up", including independent military action aimed at the unification of the Korean Peninsula, anti-war movements, and anti-U.S. public opinion. While the United States gradually felt more and more threatened by Syngman Rhee's position, it did not act as a threat to the stage where it felt the need to conclude negotiations. As a result, the win-set of the United States did not expand. Thus, the reason why Rhee Syngman's negotiation strategy failed was that he has failed to expand the win-set of the United States. The United States had the need to provide security to South Korea to prevent the expansion of communist forces, but there was not enough motivation until the signing of a mutual defense treaty. In the end, Rhee Syngman's strategy posed a certain level of threat to the United States, but it did not act as a sufficient and feasible threat for the United States to expand the win-set.
Since the release of the war prisoners, the U.S. actively mentioned the situation of ratification in the U.S. and responded positively to the signing of a mutual defense treaty with South Korea, which then led to Rhee's release of the prisoners and acted as a basis for expanding the U.S. win-set. From this point of view, it proves that Rhee Syngman's release of prisoners served as an opportunity for the Korea-U.S. mutual defense treaty to be signed. Something that Rhee was aiming for. Assuming that the release of prisoners would lead to a state of disputes and conflicts, negotiations would have finally failed. In such a scenario, South Korea would not have been able to sign a mutual defense treaty with the United States, and the United States would not have been able to win an honorable and safe political victory on the Korean Peninsula without cooperation from South Korea. Although there are criticisms that there was a phase in which the mutual conflict between Korea and the United States continued during the negotiation process, eventually it was demonstrated that the release of prisoners has expanded the win-set of the United States.
