초록

퍼지셋 질적 비교분석(fs/QCA) 방법은 제한된 사례를 대상으로 논리적인 조건관계를 도출할 수 있는 장점으로, 정책 사례연구에서 다양한 활용이 가능하다. 특히, 기존의 fs/QCA 분석법이 조건결합의 다양성에 있어 다소 한계를 가지고 있다는 점에서 본 연구는 이를 극복하기 위한 2단계 분석법을 소개･활용하도록 한다. 공공갈등에 대한 선행연구를 검토하여 46개의 공공갈등 사례를 대상으로 원인변수(remote factor)와 근인변수(proximate factor)에 대한 내용을 구성하였으며, 갈등 지속 기간을 결과변수로 두어 분석을 시도하였다. 원인변수와 근인변수를 모두 고려하여 도출된 종합적인 분석 결과에서 6개의 모형이 도출되었는데, 갈등의 기간에 있어 지가 및 생산품의 저하와 같은 재산가치의 하락과 환경의 악화로 주민의 생활과 건강에 대한 위협, 그리고 입지선정 과정에서 주민의 참여가 이루어지지 않은 문제가 조합되는 경우 갈등이 지속되는 것으로 나타났다. 그리고 행위자의 행태와 관련하여서는 정부와 주민의 내부 의견이 각기 공고하게 자리 잡은 경우에 갈등이 지속되는 것으로 확인되었다.

영어초록

Why some location conflicts solve quickly and others not in real world? Nowadays location conflict increased, thus existing conflict management systems are not able to manage and solve this conflict and these cases have dragged out for too long. Extended period conflicts cause social cost to have increased exponentially. To solve this problem, we need to study what factors affect continue to location conflict too long than we expected. Many scholars have different viewpoints to cause this problem from psychologist to economist. We applied repeated game theoretical approach and transaction cost theory as research framework. What kinds of actors’ strategies and which conditions and institutions affect alone or make combinational effect to period of location conflict. Also there are some conditions are necessary or satisfactory.
We examine the Korea waste treatment and disposal plant site confliction cases using fuzzy set qualitative analysis because we have 46 theses cases. Comparative social scientists frequently encounter a dilemma. On the one hand, the number of relevant cases they are interested in is limited to a medium-size N (around 25 – 50), and, on the other, the hypotheses developed at the theoretical level postulate a rather complex interplay of (not necessarily many) variables producing the phenomenon they are seeking to explain. Comparative methods based on set theoretic relationships, such as ‘fuzzy set Qualitative Comparative Analysis’ (fs/QCA) represent an useful tool for dealing with complex causal hypotheses in terms of necessary and sufficient conditions under the constraint of a medium sized number of cases. Kitschelt suggests a two-step approach to analyzing causal patterns. We fully agree with this basic idea. However, rather than using standard statistical techniques, we suggest the use of fs/QCA in the form of a two-step fs/QCA approach. This should lead to a result that is composed of several remote (structural) conditions within which proximate causal factors work.
