서울시 사회적경제 생태계의 유형 및 특성 연구 - 퍼지셋 이상형 분석의 적용 - (A Study of the Types & Characteristics of the Social Economy Ecosystems in Seoul : A Fuzzy-Set Ideal Type Analysis)

초록

본 연구는 서울시의 사회적경제를 생태계 관점에서 유형화하고 유형별 특성과 차이점을 파악함으로써, 서울시 사회적경제의 현재를 진단하고 발전 방향을 전망하고자 했다.
이를 위해 본 연구에서는 한정된 사례에 대해 유형화하고 소속의 정도에 대한 차이를 평가할 수 있는 퍼지셋 이상형 분석(fuzzy-set ideal type analysis)을 연구방법으로 사용했다. 그리고 사회적경제에 참여하는 두 주체의 역량인 ‘민간의 네트워킹 역량’과 ‘지방정부의 정책 추진 역량’을 지표로 삼아 서울시 25개 자치구의 사회적경제 생태계를 분석했다. 각 지표는 전자의 경우 민민네트워크의 결집력과 주도성, 정치력을 하위요소로 구성하고, 후자의 경우 사회적경제 행정의지와 민관 네트워크 형성 방식, 사회적경제 인프라 구축 정도를 하위요소로 구성하여 측정했다. 그 결과, 서울시의 사회적경제 생태계는 2개의 지표가 나타내는 4개의 이상형과 12개의 세부유형으로 구분할 수 있었으며, 이를 통해 4개의 전형적인 유형(민관 협력형, 민간 주도형, 자치구 주도형, 주체 빈약형)을 도출할 수 있었다. 서울시 사회적경제 생태계 유형에 대한 비교분석을 실시한 본 연구의 시사점은 다음과 같다.
첫째, 사회적경제 생태계의 형성 정도는 유형별로 차이가 있었다. 둘째, 사회적경제 생태계 조성이 잘 되는 유형과 아닌 유형의 차이를 검토함으로써 사회적경제 생태계가 형성되기 위한 결정 요인을 확인 할 수 있었다. 셋째, 사회적경제 생태계 조성이 잘 되는 유형의 공통점을 분석함으로써 민민네트워크의 역량이 어느 수준까지 강화되어야 하는지를 분석할 수 있었다.
이처럼 본 연구는 기존에 충분히 논의되지 못했던 사회적경제의 환경적인 측면인 사회적경제 생태계를 체계적으로 유형화하여 비교 분석했다는 점에서 의의가 있다. 특히, 공공의 이익과 가치실현을 추구하는 사회적경제의 본질이 지역에서 실현되고 지속 가능하도록 정책을 설정하는데 기여할 수 있을 것으로 기대한다.

영어초록

The purpose of this study is to diagnose the current social economy in Seoul and suggest the direction of improvement thereof by classifying the social economy in Seoul into specific types in terms of a social economy ecosystem and analyzing their characteristics and differences. The method used in this study is the fuzzy-set ideal type analysis, which allows the researcher to classify a limited number of cases into types and evaluate even the degree of each case’s membership in the given type. And the two main indicators used to decide the types of social economy ecosystems in 25 boroughs of Seoul are the private sector’s capability for networking and the borough government’s policy drive. The properties used to calculate one of the indicators, the private sector’s capability for networking, include the unity, initiative, and political influence of private-sector(nongovernmental) networks. The properties used to measure the borough government’s policy drive include the government’s commitment to the social economy, the forms or modes of public-private networks, and the availability of infrastructure. This led to categorization of the social economy ecosystems in Seoul into four ideal types of a two-by-two matrix and twelve subdivided types with four typical types (“public-private partnership,” “private initiative,” “borough initiative,” and “no clear leading actor”).
The implications of this study can be summarized as follows.
First, the quality and degree of social economy ecosystems differ significantly by type. Second, the analysis of why the social economy ecosystems thrive in some type and not in others reveals the decisive factors behind the formation and success of social economy ecosystems at the borough level. Third, the analysis of the commonalities of thriving social economy ecosystems reveals the extent to which the capability of private-private networks should be reinforced.
This study marks a rare instance in the literature, providing systemic analysis and typology of the often-neglected environmental aspects of the social economy. The findings of this study are expected to contribute to strengthening the feasibility and sustainability of local social economy policies toward making those policies better serve the public interest and values.
