군 단위 사회운동의 내부 동학: 지방 자치 초기 경상남도 합천군의 세 사례를 중심으로 (The Internal Dynamics of County-level Social Movements: Focusing on the Three Cases in Hapcheon-gun, Gyeongsangnam-do in the first decade of local autonomy)

초록

이 글에서는 지방 자치가 실시된 초기에 발생한 경남 합천군의 세 사회운동 사례, 곧 1996년에 발생한 황강취수장 설치반대 투쟁, 2005년에 발생한 군수 비리에 대한 수사촉구를 둘러싼 갈등, 군립공원의 명칭선정을 둘러싼 갈등을 통해서 지방 자치 실시 이후의 지방 정치의 내부 동학을 살펴보았다. 이 글에서는 군립공원 명칭선정을 둘러싼 갈등 사례에 초점을 맞추면서, 또한 배경이 되는 두 사례에 대해서 살펴보았다. 황강취수장 설치반대 투쟁은 군민 대다수가 찬성하는 합의적 운동이었던 반면에, 다른 두 사례는 군민 간에 갈등이 표출되는 갈등적 운동이었다. 군수 비리에 대한 수사촉구를 둘러싼 갈등을 보면, 처음에는 군수와 공무원노조 사이에서 시작되었다가 양자를 각각 지지하는 군민간 갈등으로 전개되었는데, 군수 지지자들은 자신들의 명분을 황강취수장 설치반대 투쟁에서의 ‘외부 세력’과의 투쟁에서 찾았다. 이 논리는 군립공원 명칭선정을 둘러싼 갈등에서도 동일하게 나타났다. 군수 비리를 둘러싼 갈등과 군립공원 명칭선정을 둘러싼 갈등에서 당사자 구조와 프레임이 동일한 것은 지방 정치의 내부 동학이 연속적이었음을 뜻하였는데, 이 글에서는 그 이유로서 지방 시민사회의 보수성과 함께 보수적 풀뿌리 단체들이 군수와의 후견-피후견 관계에 묶여 있기 때문이라는 사실을 발견하였다. 따라서 지방 자치가 지방 민주주의로 발전하기 위해서는 지방 시민사회가 과거 관변단체의 연장으로서의 행정에 대한 종속성, 외부 사회와의 폐쇄성을 벗어날 필요가 있음을 알 수 있다. 이것은 곧 지방 정치가 이익집단정치(또는 이익 정치)을 넘어서 사회운동정치(또는 공공 정치)로 확장될 필요가 있음을 뜻한다.

영어초록

In this article, we examine the internal dynamics of local politics after the implementation of local autonomy through the cases of three social movements in Hapcheon-gun, Gyeongsangnam-do that occurred in the early days of local autonomy. The three cases were a struggle against the installation of the Hwanggang Water Intake Station in 1996, a conflict surrounding a call for an investigation into corruption of the head of county(Gun) in 2005, and a conflict surrounding the selection of a name for a county park in 2007. This article focuses on the conflict surrounding the selection of a county park name, and examines the previous two cases as background. While the struggle against the installation of the Hwanggang Water Intake Station was a consensual movement supported by the majority of residents, the other two cases were conflictual movements in which conflict was expressed among citizens. Looking at the conflict surrounding the call for an investigation into corruption of the head of county, it first began between the head of county and the public servants' union and then developed into a conflict between the citizens who supported each. It was found in the struggle against ‘external forces’. This logic was equally evident in the conflict surrounding the selection of name for county parks. In the conflict surrounding corruption of the head of county and the conflict surrounding the selection of name for county parks, the fact that the party structure and frame are the same means that the internal dynamics of local politics have the continuity. In this article, the reasons for this are because it was tied to a patron-client relationship(clientelism) with the head of county, adding to the conservatism of local civil society. Therefore, it can be seen that in order for local autonomy to develop into local democracy, local civil society needs to break away from its dependence on the administration as an extension of past QUANGO(quasi-NGO) and its closedness to external society. This means that local politics needs to expand beyond interest group politics (or interest politics) and into social movement politics (or public politics).
