교회가 참여하는 도시 지역공동체 세우기 (Raising Up Urban Community in which the Church Participate)

초록

이 글에서는 현대 산업 사회에서 삶의 환경이 되는 도시의 특징을 살펴보고 도시의 문제를 극복하고자 하는 시도로서 지역공동체 운동에 대하여 논의하였다. 그리고 이것이 기독교의 관점에서 갖는 의미에 대하여 살펴보고 실제로 도시에서 지역공동체 운동에 참여하고 있는 교회들 16개 사례를 발굴하고 그 교회 지도자들을 심층 면접 조사한 결과들을 정리하고 분석하였다.
사례 교회들의 교단은 예장 합동을 비롯한 보수 교단부터 진보 교단인 기독교장로회까지 다양하였고, 교회 역사 또한 다양하였다. 교회 규모는 100명 미만의 비교적 작은 교회 10개였는데, 비교적 작은 교회들을 연구 대상으로 삼은 것은 큰 교회들에 비해 자원이 부족한 작은 교회들이 주민 밀착형 활동을 하는 것이 보다 큰 의미를 갖는다고 보았기 때문이다. 특히 신생교회 5곳은 모두 교회 설립 당시부터 지역 운동에 관심을 가지고 있었다. 활동 대상 역시 최근에는 특정 연령층이나 부류의 사람들을 대상으로 하기보다 주민 일반을 대상으로 하는 활동이 다수를 이루고 있다.
교회들의 참여 동기는 교회 설립 때, 또는 현재 지역공동체 운동을 주도하고 있는 목회자가 부임할 당시부터 교회는 지역과 함께 해야 한다는 신념을 가지고 이 운동을 시작한 경우와 처음에는 그러한 인식이 분명하지 않았으나 특정한 계기를 통해 이의 필요성을 인식하고 참여하기 시작한 경우로 분류된다. 교인들과의 공감대를 형성하는 과정은 주로 목회자가 먼저 지역공동체 운동의 필요성을 인식한 이후에 설교나 교육을 통해서 교인들에게 동기 부여를 하는 경우가 대부분이었다. 교인들은 전통적인 방식의 신앙생활을 하는 경우에 주로 교회생활과 개인 신앙에 치중하기 때문에 이러한 운동의 필요성을 인식하지 못하는 경우가 많다. 따라서 목회자의 입장에서는 기존 신자들을 설득하고 동기 부여하는 것이 큰 과제이다.
운동의 성과는 먼저 지역사회와 관련해서 지역 주민들과 격의 없이 만날 수 있는 계기가 마련된다는 것이다. 교회에 대한 신뢰도가 떨어지면서 사람들을 만나기가 쉽지 않고, 특히 작은 교회 목회자들은 교회를 알리기도 쉽지 않은데 이런 운동을 통해서 주민들과 쉽게 만나고 소통할 수 있다는 것은 이 운동의 큰 장점이다. 특히 교회를 개척하면서 이 운동에 참여한 목회자들은 이것이 좋은 교회 개척 모델이 될 수 있다고 말한다. 다음으로 교회와 관련된 성과는 교인들이 지역사회에 대한 관심을 갖게 되고 공동체에 대한 생각의 폭이 훨씬 더 넓어졌다는 것이다.
앞으로의 과제는 운동의 지속가능성이다. 지역공동체 운동을 전도의 수단으로 삼아서 단시일에 성과를 기대하기보다는 이웃 사랑의 실천으로 여기고 이 운동에 참여하는 것 자체에 의미를 두고 지속적으로 전개하는 것이 바람직하다. 또한 진행 과정에서 많은 시행착오도 경험하게 되고 참여자들 사이에 다양한 갈등도 일어나게 된다. 이해관계가 엇갈리기도 하고 때로는 주도권을 놓고 경쟁을 하기 때문에 교회나 목회자가 당파적으로 편향되지 않고 중심을 잡는 것이 중요하다. 마지막으로 우리나라 공동체 운동의 주체들은 대부분 중산층 이상의 고학력을 가진 전문직 종사자들이 많은데, 당장의 생계 문제로 여유 시간이 없는 중하류층의 사람들을 어떻게 이러한 운동에 참여할 수 있게 하느냐가 중요한 과제가 되고 있다.

In this study, the characteristics of cities that constitute environment for living in a modern, industrialized society are examined, and as an attempt to overcome problems of cities, local community movement is discussed. This study organizes and analyzes the results of in-depth interviews of church leaders from 16 case studies of churches that actually participate in local community movement, and explores implications from a Christian perspective.
Churches involved in the case studies come from diverse historical backgrounds and denominations, from the conservative Hapdong to the progressive Christian Presbyterians. The size of the churches was relatively small at 100 or less. The reason for selecting smaller churches was because of the greater meaning attributed to the smaller churches that has less resource than larger churches but participated in resident type activities. Especially, 5 new churches had interest in local community movement from the time the church was founded. It is also shown recently regarding activities that the majority of activities involve residents in general as oppose to a certain age group or class.
The motivation for involvement can be classified according to those that began this movement with a belief that the church needs to be together with community, either from the founding of the church or from the time the pastor who currently leads the local community movement is installed, or those that didn’t have a clear recognition in the beginning but through a certain incident realized the need and began participating. The usual process of forming a consensus generally began with pastors recognizing the need for community involvement, after which, through sermons and education, members are motivated. As members who practice typical Christian living tend to focus on personal walk of faith and church life and thus, lack the recognition for the need for this kind of movement. Thus, from the perspective of the pastors, persuading current members and motivating them are the major tasks.
The success of the movement is that initially, in regards to the local community, an opportunity to meet together with local residents is provided without any strings attached. As trust towards church deteriorated it became more difficult to meet people. Especially, pastors of smaller churches have a greater hurdle to advertise their churches, but the advantage of these movements is that the pastors can readily meet and communicate with residents through these movements. For those pastors who began these movements from the beginning of the founding of the church voice that it is a good church planting model. The subsequent success in regards to the church is that the members have become mindful of the local community and their perspective on community have widened.
The task going forward is sustainability. Rather than expecting success in a short time by making local community movement as a means of evangelism, it is desirable to place its value in the movement itself as a way of loving the neighbors and continually unfolding it. Also, there will be many trials and errors in the process as well as various conflicts among participants. Different interests collide and compete for initiatives, so it is important for pastors or churches not to become biased but centered. Lastly, since the majority of the members of the movement in our nation are highly-educated professionals from upper-middle class, the important task is how to involve the lower- middle class who lack marginal time due to current livelihood problems..
