국내 여행상품 전자입찰의 거래공정성 및 거래투명성 상관성 연구 (The Study on the Transmutation of distribution Path Through the Electronic Tendering Process(e-bidding) in Domestic Travel Products)

초록

본 연구의 목적은 한국에서 실시되고 있는 여행상품의 전자입찰에서 거래공정성과 거래투명성을 어떻게 인식하고 공정성과 투명성의 상관성 파악하는 지를 규명해서 여행상품 전자입찰 시 공정성과 투명성확보의 어려움이 없도록 하고 여행상품의 거래 활성화가 이루어지도록 하는 데 있다.
조사대상자는 국외여행상품, 국내여행상품, 관광버스, 단일 관광상품(호텔, 식사, 항공권 등)의 전자입찰에 경험이 있거나, 용역입찰로 여행상품을 구매한 경험이 있는 담당자위주이며 입찰관련 업무를 취급해본 적이 있는 학교, 정부기관, 정부투자기관, 협회 및 단체, 기업 등의 기관에서 여행상품 입찰기관의 담당자를 선정하여 설문지를 배포하였다.
본 연구조사에 사용된 전자입찰의 거래공정성은 입찰규정의 준수성, 문제해결의 정직성, 의사소통의 원활성 등 3개의 구성요인으로, 전자입찰의 거래투명성은 경쟁확대, 재량행위축소, 업무정보화, 정보공개 등 4개의 구성요인으로 묶어서 영향관계 및 상관관계와 차이검증을 알아보고 5개의 가설을 설정하여 검증하고자 하였다.
연구분석결과 여행상품전자입찰 거래공정성과 거래투명성의 상호 상관관계를 확인한 결과 공정성요인인 의사소통의 원활성과 입찰규정의 준수성이 투명성의 업무정보화와 경쟁확대에 대단히 상관관계가 있는 것으로 나타났으며, 공정성중 의사소통의 원활성과 문제해결의 정직성이 투명성의 경쟁확대와 정보공개에 유의한 상관관계가 있은 것으로 나타났다.

영어초록

The purpose of this study is to find out the correlation between transaction fairness and transparency in electronic bid system of domestic travel goods in Korea, remove the obstacles and try to vitalize the transaction of travel goods.
The questionnaires were collected from those who have experienced of electronic bid in the field of overseas travel goods, domestic travel goods, travel transportation and daily travel goods such as hotels, restaurants, flight tickets: those who are in charge of purchasing travel goods by service bidding from schools, government, governmental investment organizations, associations, communities, and enterprises are also selected for this survey.
The transaction fairness used in this survey has three components which are the obey of bidding rules, the fairness of solving problems and the smoothness communication, etc. The transaction transparency of electronic bidding is tied in four components: Expansion of competitiveness, Reduction of discretional act, Public information system, Freedom of information, etc and figured out the difference between relationship of the effect and correlations, and then tried to testify through the five hyphotheses.
The results show that there is remarkable correlation between the obey of bidding rules and the smoothness communication which are the components of transaction fairness and the public information system and the expansion competitiveness which are the components of transaction transparency according to the result of the analysis. Also, there is significant correlation between the fairness of solving problems and smoothness communication in the transaction fairness, and the expansion competitiveness and public information system in transaction transparency.
