인천 섬 관광 활성화를 위한 혁신적인 문화관광정책 방향 연구 (A Study on the Directions and Tasks of Innovative Culture Tourism Policies for Revitalizing Incheon Island Tourism)

초록

인천 섬은 육지와는 다른 청정한 자연경관, 청정수산물, 이색적인 섬 문화 등을 보유하고 있다. 최근 인천 섬에 대한 사회문화적인 관심이 증가하면서 중앙정부 및 지방정부에서도 섬 관광(island tourism)에 주목하고 있다. 섬을 포함한 어촌지역은 관광객들의 관광행태 변화와 대중매체 및 SNS(Social Network Service) 등 1인 미디어에 의해 관광목적지로 노출되면서 관광객들에게 주목을 받기 시작했다. 인천시가 다양한 노력을 기울인 결과, 행정안전부와 한국관광공사(2008)가 선정한 테마 섬 여행 Best 15에 옹진 대청도가 비경 탐방 여행지로 선정되었고, 휴양하기 좋은 섬 Best 30에 인천 섬 4개(석모도, 대이작도, 덕적도, 대청도)가 선정되었다. 특히, 2012년 3월 미국 최대 언론매체 CNN이 선정한 아름다운 섬 33선에 선재도(1위), 덕적도(6위), 강화도(8위), 백령도(21위), 팔미도(29위) 등 5개의 인천 섬들이 꼽히기도 했을 정도로 인천지역 섬 관광콘텐츠는 세계 5대 갯벌, 뛰어난 자연경관, 역사 및 문화적으로 중요한 자산까지 보유했다는 점까지 추가되어 인천의 섬 관광 발전 가능성은 상당히 큰 편이다. 이에 인천시도 168개의 섬을 관광산업과 연계하여 활성화시키고자 관련 문화관광정책을 지속적으로 추진하고 있다. 이에 본 연구는 인천 섬 관광을 활성화하고자 기존의 섬 관광 관련 문화관광정책을 문헌 고찰하였다. 이를 통해 다음과 같은 혁신적인 문화관광정책의 추진방향과 과제를 도출하였다. 첫째, 인천 섬 관광 활성화를 위한 문화관광정책의 추진방향으로 혁신적인 문화관광서비스 정책의 과학화, 경험과 감(感)에 과학을 더한 문화관광서비스 정책의 혁신적인 R&D 투자 환경에 대한 이해, 관광객 행동시점 정보관리시스템 개발로 방문관광객의 철저한 분석과 진단, 올바른 평가를 통한 인천광역시 섬 문화관광정책의 시행을 제시하였다. 둘째, 인천 섬 관광 활성화의 문화관광정책 과제로는 관광객의 변화 욕구(Needs)를 충족시킬 관광시설 및 서비스 프로그램 개발, 혁신적인 섬 문화관광서비스 정책에 대한 지속적인 투자 추진, 혁신적인 섬 문화관광서비스 정책으로 가치를 창출하기 위한 노력을 제시하였다.

영어초록

Incheon Island has a clean natural landscape, clean aquatic products, and a unique island culture that is different from the mainland. Recently, social and cultural interest in Incheon Island is increasing. Fishing villages, including islands, began to attract attention from tourists as they were exposed as tourist destinations through changes in tourist behavior and ‘one-person media’such as mass media and social network service(SNS/social media). As a result of Incheon City’s various efforts, Incheon’s island tourism content has been added to the fact that it has one of the world’s five largest tidal flats, outstanding natural scenery, and possesses both historical and culturally important assets. Therefore, the central and local governments are also paying attention to island tourism. Accordingly, Incheon City is also continuously pursuing related cultural and tourism policies to revitalize 168 islands in connection with the tourism industry. This study reviewed the literature on existing cultural and tourism policies related to island tourism to revitalize tourism on the island of Incheon. Through this, the following directions and tasks for innovative culture and tourism policies were derived. First, the ‘scientification’of innovative culture and tourism service policies as the direction of promotion of cultural tourism policy to revitalize Incheon Island tourism, understanding of the innovative R&D investment environment of cultural tourism service policies that add science to experiences and feelings, and information on tourist action points. Through the development of a management system, the implementation of Incheon island culture and tourism policy was suggested through thorough analysis, diagnosis, and correct evaluation of visiting tourists. Second, the cultural tourism policy tasks for revitalizing Incheon Island tourism are as follows. It presented efforts to create value through the development of tourism facilities and service programs to meet the needs of tourists, continuous investment in innovative island culture and tourism service policies, and innovative island culture and tourism service policies.
