섬정책연구기관 설립의 당위성과 조직설계 방향에 관한 연구 (A Study on the Necessity of the Establishment of a Research Institute for Island Policy and the Direction of its Organization Design)

초록

오랫동안 우리나라는 국토 공간에서 도서해양을 소극적으로 다루어 왔고, 이로 인해 섬지역은 개발의 변방이며 문제지역으로 간주되어 왔다. 그러나 최근 들어 해양주권과 자원에 대한 국제적 관심이 높아지면서 우리나라에서도 섬에 대한 관심이 고조되고 있다. 특히, 2018년 2월 ‘섬의 날’ 국가기념일 제정에 맞추어 국무총리실에서 ‘섬발전연구진흥원’ 설립계획을 발표한 것은 섬정책에 있어 매우 고무적인 일이다. 본 연구는 이러한 배경 하에 우리나라보다 먼저 섬정책연구기관을 설립한 일본과 중국의 사례를 살펴보았다. 두 나라 섬정책연구기관을 조직유형과 조직구조의 측면에서 살펴본 후, 우리나라 섬정책연구기관의 조직설계 방향을 다음과 같이 제시하였다. 연구기관은 국무총리 산하 경제･인문사회연구회 소관의 정부출연 연구기관으로 설립하는 것이 섬정책 형성에 효과적이다. 연구기관의 목표는 섬을 기반으로 국가정책을 견인하여 섬 발전을 견인하는 종합연구기구로 설정할 필요가 있으며, 주요기능 및 사업범위는 조사 및 연구사업, 산업진흥지원사업, 컨설팅사업, 교류･연수사업, 발간･홍보사업, 유관기관 네트워킹, 기타 사업 등을 우선적으로 고려할 수 있다. 연구기관의 조직은 원장 1인, 부원장 1인 산하에 4개 실을 두며, 인력은 박사급 연구인력, 연구지원 및 행정인력 등으로 구성하되 예산 및 기타 상황을 고려하여 정원 수를 결정하고 인력을 배치할 필요가 있다.

영어초록

For a long time, the areas of islands in Korea have been areas where little attention is paid to the development due to passive attitudes in terms of spatial awareness to the islands and ocean and considered as the problematic regions, However, in recent days interest in the island areas have been rising in Korea as international and Korea's Maritime Sovereignty interest on the ownership and resources of the ocean is increasing. In particular, the establishment of ‘the day of islands’ as a national memorial day in February 2018 and announcement of the Prime Minister’s office about the establishment of ‘Research Institute of Island Development’ significantly encouraging island policy. Under such circumstances, this study investigated have already established Japan’s and Chinese island policy research institutes in terms of organizational type and structure and suggest the following directions of the organization structure of the Korean island policy research institute. First, in order to create effective island policies, it is desirable that ‘Research Institute of Island Development’ would be a government funded research institute under the control of the National Research Council for Humanities and Social Sciences which reports to the Prime Minister. Second, it is advised to define the institute as a comprehensive research organization, which would lead to the development of the island by developing island national policies. Third, main functions of this research institute can include survey and research projects, industry development support projects, consulting projects, exchange and cooperation projects, publishing and promotion projects, networking with affiliated organizations, other miscellaneous projects. In terms of an organization structure, it seems to be appropriate that the Research Institute of Island Development consists of four divisions that managed by a director and a vice director. However, it is necessary to determine the number of administrative and Ph.D. level research personnel, level of research support and other organizational matters by considering a budget and other circumstances.
