섬지역의 태양광발전시설 보급에 따른 문제점과 개선방안-전남 섬지역 지자체를 중심으로 - (Problems and Improvement plans Based on Photovoltaic Power Generation Facilities of islands -Focusing on Local Governments in the Islands of Jeonnam-)

초록

섬지역은 비교우위의 경관자원과 고유한 역사문화, 생태자원을 보유하고 있는 공간이다. 그러나 최근 섬에 태양광발전사업이 열풍으로 섬 고유의 가치가 상실될 위기에 처해 있다. 본 연구의 목적은 섬지역 지자체의 태양광발전시설의 설치현황과 문제점을 파악한 후, 그 개선방안을 제시하는 것이었다. 본 연구에서 제시한 개선방안은 다음과 같다. 첫째, 지역이기주의 민원을 해결하기 위해 개발행위허가 신청 시 주민설명회의 개최를 의무화하고, 태양광발전사업에 지역주민들의 참여로 지역사회와 함께 이익을 배분하는 구조를 만들어야 한다. 둘째, 태양광발전사업 허가 시 개발행위부서와의 협의를 강화하고 개발행위허가 부서 인력을 보강해야 한다. 셋째, 도시·군계획위원회의 심의를 매월 정례화하고 개발행위허가 신청 시 심의를 강화하여야 한다. 이 심의과정에서 적극적으로 분과위원회를 활용하는 방안도 고려해야 한다.
넷째, 태양광발전시설의 이격거리 기준은 현행과 같이 지역실정에 맞게 지자체의 권한으로 설정하여야 하며, 섬지역은내륙보다 엄격한 이격거리 기준을 설정하는 것이 섬의 가치 보존에 바람직할 것으로 판단된다. 마지막으로 섬지역의 폐염전에 태양광발전시설을 설치할 경우에는 사전에 환경성 검토를 통하여 알맞은 부지를 선정하는 과정이 반드시 필요하다. 장기적으로는 「국토의 계획 및 이용에 관한 법률」에 따른 용도지구 지정과 「신에너지 및 재생에너지 개발·이용·보급 촉진법」 개정을 통해 집단화 유도 전략을 고려하여야 한다.

영어초록

Islands possess a comparative advantage in landscape resources, distinctive history and culture, and ecological resources. However, islands are facing a crisis of losing their intrinsic value with the recent island frenzy over photovoltaic power generation. The purpose of the present study is to determine the current condition and problems of development permits based on the installation of photovoltaic power generation facilities among local governments in island regions, and to present efficient operational measures. The operational measures presented in this study are as follows. First, in the short term, to resolve civil complaints of regional self-centeredness mandatory resident briefing sessions should be implemented when a development permit is applied for, and a structure of distributing profits with the community through resident participation in photovoltaic power generation. Second, consultations should be strengthened with development departments when permission is granted for photovoltaic power generation, and staff should be reinforced in development permit departments. Third, monthly deliberation of municipal/district planning committees should be regularized, and deliberations should be strengthened when applications are made for development permits. Measures should be considered that proactively utilize development subcommittees in these deliberation processes. Fourth, separation distance standards of photovoltaic power generation facilities should be established with the authority of local governments in accordance with current regional circumstances, and for conservation value it is advisable for island regions to establish separation distance standards that are more stringent than inland areas. Lastly, when installing photovoltaic power generation facilities in disused salt pans in island regions, a process for selecting a suitable site through an environmental review beforehand is vital. In the long term an induction strategy for collectivization should be considered through the revision of special-use district designation and Act on the Promotion of the Development, Use, and Diffusion of New and Renewable energy based on the National Land Planning and Utilization Act.
