변화하는 섬 사회의 과제와 정책방향 - 전라남도 섬 발전정책을 중심으로 - (A Study on Issues and Policy Directions of Changing Island Societies - Focusing on the Policies for the Development of Islands in Jeollanam Province -)

초록

본 연구는 변화하고 있는 전남 섬 사회의 현실과 과제를 살펴본 후, 현재 추진 중인 시책사업을 진단하여 전남 섬 발전의 방향성과 제도적 정비방안을 제시하였다. 이를 위해 연구대상을 전남의 유인도로 제한하였고, 시간적 범위는 2015년부터 2021년 2월까지로 설정하였다.
우리나라에서 섬을 가장 많이 보유한 전남은 섬 관련 정책과 개발사업에서 전국적 관심이 높다. 2020년 12월 말 기준, 전남에는 유인도 271개, 무인도 1,885개로 총 2,165개로 이는 전국의 64%에 해당하는 수치다. 최근 6년 사이에 약 2만 명의 섬 인구가 감소하고, 매년 1개의 무인도가 발생하는 현실에서 섬의 근본적 문제를 처방하기 위한 전남도 차원에서의 정책적 접근은 부족하였고, 게다가 근본적으로 전남 섬들의 개발과 이용의 방향성이 부재하다는 한계가 있다.
이상, 분석결과를 바탕으로 한 몇 가지 정책제언을 정리하면 다음과 같다. 첫째, 전남도 차원의 선결조건으로 ‘섬 발전 기본 조례’를 제정하여 변화하는 전남의 섬 사회를 정기적으로 조사할 수 있는 근거와 이를 바탕으로 한 종합발전계획의 수립이 필요하다. 둘째, 전남 섬 발전계획의 방향은 당면한 과제의 처방적 해결이 아닌 변화하는 섬 사회에 능동적으로 대응할 수 있는 체계로 지속가능한 섬 발전이라는 비전을 설정하여야 한다. 셋째, 소멸위기에 놓여 있는 전남의 섬 발전을 위해 관광객 위주의 시책사업보다는 섬 주민들의 삶의 질을 높일 수 있는 액션플랜을 중점으로 사업을 추진해야 한다. 섬 관광시책을 추진할 때에는 일회성 관광보다는 관계인구를 형성할 수 있는 구조로 추진되어야 한다. 또한, 지속가능한 섬 발전을 위해 섬의 자원의 가치를 보존하면서 향상시킬 수 있도록 보존과 활용이 조화를 이루는 개발이 필요하다. 넷째, 섬 지역의 정주·생산환경은 지속적으로 개선하는 방향으로 설정하면서 작은 섬들이 행정·문화·복지·의료·교육서비스의 접근성을 개선하는 노력이 필요하다. 이 과정에서는 주민수요에 기반한 정주·생활환경 개선을 추진하는 방식으로 전환해야 한다. 끝으로, 행정주도에서 다양한 이해관계 주체가 참여하는 거버넌스 체계로의 전환이 필요하고, 전남섬발전지원센터가 중간지원조직으로서의 제기능을 다할 수 있도록 구조를 마련해야 한다.

영어초록

This study examined the current situation and problems of island societies in Jeollanam province that keep changing and diagnosed the current policy projects. Moreover, this study suggested not only the direction of developing islands in Jeollanam province, but also the methods of improving institutional measures. To achieve these objectives, this study delimited research areas to the inhabited islands in Jeollanam province and also kept within th time frame from 2015 to the present.
As the province that is ranked first in the numbers of islands in South Korea, Jeollanam province has more interest in island-related policies and development. As of the end of December 2020, Jeollanam province has 271 inhabited islands and 1,885 uninhabited islands, which total 2,165, accounting for 64% of the islands in South Korea. When considering the fact that approximately 20,000 people have left islands recently over the past six years and one island is being uninhabited every year, current policy efforts of Jeollanam province to resolve these fundamental problems do not seem to be enough. Moreover, the province has failed to present clear direction for island development and their use.
The following summarizes the policy recommendations of this study to respond to the changing reality of the island society in Jeollanam province. First of all, Jeollanam province needs to establish the basic ordinance for island development. This will provide local government with a legal base to regularly investigate changes of the island communities in Jeollanam province. On the basis of this basic ordinance, establishing a master plan for island development will also be required. Second, as an effort to respond actively to the continuous changes of the island community, island development needs to set up the vision directed to achieving sustainable island development, which is not a temporal solution for the problems that the island communities are now encountering. Third, for the sustainable island development in Jeollanam province, the policy project has to be more focused on improving the quality of life of the island community than prioritizing tourist welfare visiting the islands. The tourism policy of the islands should be conducted in the direction to build a long-term, in-depth relationship of the tourists with community members on the islands rather than one time tourism based on the short-term, superficial relationship between tourists and the community members. Island development has to be conducted in the direction that both improves and preserves the unique values of island resources through the development efforts to harmonize preservation and use of the resources. Fourth, along with the efforts for continuously improving settlement living conditions of the island communities, more efforts to improve access for the island communities to administration, culture, welfare, medical, and educational services will be required. In this process, community empowerment based on the community demands should be prioritized. Fifth, it will be required to shift the way of island development from the administration-led system to the governance system in which diverse stakeholders participate. To facilitate this modification, the center for island development in Jeollanam province has to play a role successfully as the intermediary support organization, so necessary administrative support will be needed.
