행정PR의 도구로서 <도민과의 대화>TV중계방송의 효과: 제주도정 설명회 사례연구 (An Experimental Study on the Broadcasting Effects of Dialogue with Residents as a Local Governments Administrative PR Tool)

초록

이 연구는 지금까지 논의 대상에서 거의 제외되다시피 하고 있는 대면․직접․집합적 홍보수단 가운데 대표격인 ‘도민과의 대화’(정책설명회)의 홍보효과 연구의 일환으로 ‘도민과의 대화’ TV중계방송이 지역 주민들의 각종 정책에 대한 수용태도에 어느 정도의 영향을 미쳤는지를 대학생을 대상으로 한 실험연구를 통해 밝혀보려고 했다연구결과 ‘도민과의 대화’비디오 시청여부에 따라 제주도의 주요 정책들에 대한 인지 및 정서적 태도 차원의 효과 면에서 통계적으로 유의적인 차이가 있는 것으로 밝혀졌다. 즉, ‘도민과의 대화’비디오를 시청한 집단은 그렇지 않은 집단에 비해 전반적으로 제주도의 주요 정책 및 사업들에 대한 인지도가 높고, 나아가서는 긍정적으로 평가하고 있는 것으로 분석되었다. 이는 ‘도민과의 대화’가 각종 공공정책 등을 알리고 그에 대한 도민들의 긍정적 또는 협조적 태도를 이끌어 내는데 효과적 수단임을 보여주는 것이다.
그러나 지역사회에서 쟁점화 되었던 정책과 중요도의 순서가 하위그룹에 속하는 정책들에 대해서는 비디오 시청이 어떤 정책의 존재를 알게 하는 인지단계까지는 효과적이지만, 그에 대한 어떤 특정태도를 취하도록 설득하는 데는 그 영향력에 있어 한계가 있는 것으로 조사되었다.

영어초록

The major purpose of the study is to analyze the effects of policy-briefing forum frequently adopted in a local government system and to propose measures which lead to promote and enhance efficient public relations programs.
As the local government system gets into its stride, administrative PR has drawn particular interests from the public. However, most studies on administrative public relations have been conducted exclusively on the basis of the one-way and indirect media such as newspaper and television. In this regard, it is of great significance to examine positive impacts of various forums, in particular, direct, collective and face-to-face administrative public relations channels, which have never been viewed as efficient PR tools. Along with the major effects of policy-briefing forums, this study explores how those forums influence cognitive and affective attitude of residents, engaged in the dialogue with residents, toward various policies.
The study utilizes an experimental case analysis for the research method, and the subjects were selected from the participants of the dialogue with residents held in Jeju Culture & Arts Hall on March 13, 2001.
The findings of the study indicate that among major 8 policies, participants are concerned more about local business projects or policies related to local economy than about contradictory public policy issues or superficial administrative projects. With respect to changes in cognitive and affective attitude of the participants, there are striking differences between those who were involved in the policy-dialogue forums and who were not. In addition, the subjects participating in the dialogue with residents tend to be more aware of various policies and projects and positively evaluate them. These results confirm that the program not only informs residents of follow-up public policies but also attracts affirmative and cooperative attitude from them.
From the perspective of PR, the significance of this study lies in its verification of the positive effects of collective and face-to-face PR channels such as dialogue with residents.
