기로에 선 영국녹색당 ― 운동과 제도정치, 녹색과 적색 사이의 긴장 (The Green Party of England and Wales at the Crossroad: Tensions between Movement and Institutional Politics, and the Red and the Green)

초록

본 논문은 영국 녹색당이 처한 정치·사회적 조건을 분석하고 이에 대한 당의 정책적대응을 검토한다. 영국의 녹색당은 유럽에서 가장 이른 1973년에 창당되었지만, 오랜 역사에 비해 선거정치에서의 녹색당의 성적표는 초라하다. 영국의 선거제도는 작은 정당이의회에 진출하는 것은 거의 불가능에 가깝고, 자유당과 보수당, 그리고 20세기 들어서는노동당과 보수당이 권력 분점 구도는 난공불락의 요새와도 같다. 하지만 상당수의 좌파들이 1997-2010년까지의 노동당정부의 신자유주의적 노선에 환멸을 느끼고 있으며 제3의 좌파정당을 꿈꾸고 있기도 하다. 이러한 조건에서 좌파 일각에서는 녹색당을 새로운대안으로 제시하고 있다. 노동당의 급격한 우경화와 좌파의 분열이라는 조건에서 다양한좌파의 공통분모를 찾을 수 있는 영역이 소위 적-록 동맹으로서의 녹색사회주의라는 인식이 확산되고 있는 것이다. 동시에 녹색당 스스로가 과거의 단일 쟁점 정당으로부터 자본주의에 비판적인 대안정당의 성격을 강화하고 있다. 녹색사회주의자들은 녹색당 내 강력한 분파를 형성하고 있다. 물론 상황이 낙관적이지만은 않다. 여전히 노동당-보수당-자민당 이외의 정당이 제도정치 안으로 돌파구를 마련하는 것은 쉬워 보이지 않는다. 사분오열된 좌파를 녹색당이 결집시킬 수 있을 것이라는 보장은 없다. 녹색당 자체의 우파와좌파 사이의 논쟁이 긍정적인 방향으로 작동할 것이라고 낙관할 수도 없다. 이 논문은 영국녹색당의 미래를 예측하는 것에 있지 않다. 당이 처한 정치적 조건에 대해 자세하게 살펴보고, 이러한 조건에 대응하기 위해 제시된 현실진단과 그로부터 도출된 정책을 논의함으로써 가능한 발전방향에 대해 생각해 보도록 하겠다.

영어초록

This paper explores the political and social conditions of the Green Party of England and Wales and its response to these conditions in terms of policies. Though being established in 1973, when it was the only green party in Europe, the Party has achieved the poor record in electral politics. The British electral system has been the first-past-the-post which has prevented small parties from entering the Westminster. In this conditions, the Conservative and the Liberal, and, in the 20th century, the Labour and the Conservative have shared the power, and this system has been an invincible fortress. Recently, however, some left activists who had been disillusioned with the Labour Government (1997-2010) are thinking of building an alternative left party. Some of them suggest that the Green Party should play a pivotal role in this path. They think that, in the conditions of both the rapid shift to the right of the Labour Party and the splits of the left, the Green Party could provide the common ground to both the green and red. This political position is green socialism usually expressed as the ‘red-green alliance.’ Simultaneously, the Green Party itself is shifting from a single-issue party to an alternative party expressing a critical attitude to capitalism. Now green socialists built a strong faction within the Party. Of course, the future of the Party does not seem optimistic.
Still, there is little chance for small parties other than the Labour-Conservative-Liberal to break through the barrier of institutional politics. There is no guarantee for the Green Party to succeed in gathering scattered lefts and radicals. A possible tension within the Green Party between the red and the green may not develop into a positive direction. The goal of this paper is not to anticipate the future of the Green Party of England and Wales, but to examine the socio-political conditions that party must cope with, and its diagnosis of these conditions.
The outcome of the diagnosis is the package of policies, which is one of this paper’s concerns.
Through this analysis, the paper can provide an opportunity to think about a possible path of development of the Party.
