유럽연합에 대한 한국대학생의 인식과 그 함의 (A short study on the university students' perception of the EU and its implication)

초록

2011년 한-EU FTA 체결 이후 한국에서 유럽연합에 대한 관심은 과거에 비해 매우 높아졌다. 특히 전략적 동반자로 규정한 양자관계 역시 유럽연합에 대한 일반의 관심을 고조시키는데 일조했다. 이 연구는 한국 대학생의 유럽연합에 대한 인식도에 대한 조사에 바탕을 두고 있다.
2011년 말 한국외국어대학교-현대경제연구소 EU Centre는 전국 대학생을 대상으로 유럽연합에 대한 인식을 조사하기 위한 설문조사를 실시했다. 1,766명에 달하는 설문조사의 분석결과는 매우 흥미로운데, 요약하면 다음과 같다. 유럽연합의 존재에 대한 학생들의 인지도는 매우 높게 기록되었으나, 유럽연합의 역사, 조직, 제도, 구성, 권한 등에 대한 이해도는 매우 낮았고, 학생들은 주로 유럽연합을 경제발전을 위한 지역블록으로 인식하고 있다. 대다수 학생들은 한-EU FTA는 한국경제에 도움이 될 것이라 판단하고 있으며, 유럽연합과 유로존은 재정위기와 같은 장애에도 불구하고 건재할 것이라는 낙관적 전망이 역시 주를 이루고 있다. 반면 국가중요도를 묻는 질문에서 유럽연합은 러시아와 같이 1.1%를 획득, 4위를 차지하는데 그쳤고, 다수의 응답자는 한국의 통일에도 크게 기여하지 못할 것이라 생각하고 있다.
한-EU 양자관계의 지속적 발전에 필수적인 유럽연합에 대한 심층적 지식을 가능케 하기 위해서 필요한 대책은 관련 교육프로그램의 강화, 교과목 확대, 연구 진흥, 학술교류확대, 학생참여프로그램 도입, Outreach 프로그램 활성화, 신문, 방송 같은 기존 미디어 뿐 아니라 스마트폰과 같은 새 미디어를 통한 정보. 지식분배네트워크 구축, Erasmus Mundus, ICI-ECP 등과 같은 교육교류프로그램의 활성화 및 확대, 국내 4개 EU Centre의 긴밀한 협력과 유럽학 관련 교육과 연구 증진을 위한 공동 의제설정 및 추진 등을 들 수 있을 것이다. 그리고 3개의 전국단위 유럽관련학회도 이 같은 목표달성에 큰 기여를 할 수 있을 것이라 판단한다.

영어초록

After singing of Korea-EU FTA in 2011 the nation-wide interest in the EU is growing much higher than ever before. So called 'a strategic partnership' status defined bilaterally is also attracting our special attention to the EU. This short study is based on enquete analysis regarding Korean university students' general perception of the EU.
HUFS-HRI EU Centre has excuted a nation-wide survey in order to investigate the students' perception of the EU in the end of 2011. The total number of interviewees was 1,766. The analysis result of this enquete seems to be quite interesting, which can be summarized as follows. Most students are well aware of existence of the EU, but they have shown at the same time their poor knowledge regarding history, organization, institutional aspects, composition, competence of the EU and they perceive the EU as a kind of regional economic block. Majority of interviewees are expecting that Korea-EU FTA will be advantageous to Korea. And they also believe that the EU and Eurozone will be intact in spite of sporadic obstacles such as present financial crisis. The most striking result of this survey is that only 1.1% of all interviewees consider the EU as the most important power to Korea. That 1.1% is good for the 4th place, after the USA, China and Japan. Furthermore majority believes that the EU would play no significant role in the Korean reunification.
In order to foster the Korean university students' in-depth knowledge and understanding on the EU - which is indispensable for sustaining development of the Korea-EU mutual relations - following measures should be implemented: intensifying the EU related academic programmes, scaling up the EU related courses, promoting the EU related research activities, enhancing the academic exchange programmes, introducing various students participating programmes such as essay contests, ucc contest etc., implementing various outreach activities, building up information and knowledge distribution network for the conventional media such as newspaper and television as well as new media like smart-phone, facebook and twitter, and vitalizing the academic exchange programme such as Erasmus Mundus and ICI-ECP. The role of 4 EU Centres established in Korea is also very important. In cooperation with 3 EU related national academic societies, the EU Centres has to find common agendas and subsequently needed action programmes encouraging the EU related educational and research activities.
