중국의 ‘두뇌 유출’에서 ‘두뇌 유입’으로의 도약: 중국의 유학생 유치 전략과 외국 유학생의 의사결정메커니즘 (China’s Leap Forward from ‘Brain Drain’ to ‘Brain Gain’: Its International Student Recruitment Strategy and the Decision-making Process of Foreign Students)

초록

급속한 경제성장과 근대화를 경험한 중국은, 더 이상 자국 학생들을 해외에 유학을 보내는 것에만 관심을 쏟는 것이 아니라, 해외 유학생을 중국에 받아들이는 것에도 관심을 기울이기 시작했다. 해외 유학생은 크게 비학위과정과 학위과정의 경우로 나눌 수 있다. 비학위과정 학생들은 대개 중국어 학습을 목적으로 중국에 유학을 오며, 학위과정 학생들은 학부에서 대학원과정에 이르기까지 다양한 과정에서 유학을 한다.
중국 정부 및 대학은 대학의 국제화를 추진해나가는 과정에서 유학생 유치 전략을 수립하며, 다양한 배경 및 국적을 지닌 학생들을 유인하는 정부 정책, 특히 장학금 정책의 차이가 있다. 본 논문은 이러한 맥락 하에서 중국유학을 경험한 학생들의 심층인터뷰를 토대로 중국에 유학을 결정하는 외국학생의 의사결정메커니즘을 고찰하고자 한다. 이러한 ‘국제학생이동’은 시간의 추이에 따라 유학 전·유학 중·유학 후의 세 단계로 나누어 설명할 수 있다. 첫 번째 단계는 유학을 결정하기까지로서 유학목적지국가의 이미지, 주위 추천, 유학목적 및 동기 등에 영향을 받는다. 두 번째 단계는 유학을 하고 있는 시기로, 학습과 사회생활의 측면으로 나누어 볼 수 있다. 마지막 단계는 유학 과정을 마친 이후의 시기로, 유학생들은 자국의 상황, 유학과정, 목적 달성여부 등 전반적인 요소를 고려한 후, 유학국가에 남아있거나 고국으로 돌아가거나 제3국으로 재이주하는 등 이후 행보를 결정할 것이다.
중국으로 유입되는 유학생은 중국 고등교육의 국제화를 가늠하는 하나의 지표임과 동시에, 이들 개개인의 의사결정과정은 유학생들의 입장에서 중국 유학을 새롭게 바라볼 수 있는 가능성을 열어 준다.

영어초록

In order to explore the internationalization of Chinese universities, this paper aims to investigate international students who choose China as their education destination. With China’s rapid economic development and modernization, China is not only a country that sends Chinese students to foreign countries to pursue their studies, but is also a country that attracts many foreign students. The types of international students who decide to come to China include both non-degree students and degree students. The former includes those who come to learn Chinese either for a short or long period; the latter includes those who pursue undergraduate or graduate degrees in China.
Based on in-depth interviews with international students who have studied in China, this paper attempts to explain the decision-making mechanisms of international students. The process of international student mobility consists of three phases: pre-study, the actual study period, and post-study. The first stage occurs before students decide to study abroad. This is largely affected by a country’s image and recommendations by peers. The second stage occurs when students are studying in the host country and is characterized by two aspects-living and studying. The final stage occurs when the students have completed their studies and are about to return home or make other choices. Based on this, this research explores international student migration from two perspectives. The first is that of the Chinese government and its strategy to internationalize higher education and receive foreign students. Recruiting international students to China is one step to internationalize Chinese universities.
The second perspective is that of individuals choosing to study in China. The two perspectives from the government and individuals situate us to better understanding their decision-making mechanism.
