초록

With a growing concern over the quality of water running downward into the Saemangeum area, the public-private-academic partnership for water quality management called "Jeollabuk-do River Restoration Association' was inaugurated in 2011 at the municipal level. As the quality management of water as a common pool resource faces social dilemma, cooperation among river community residents is the acid test for place-based self-governance to build the sustainable socio-ecological system. Drawing upon the survey on residents in Wanju-gun, Iksan-si, and Gimje-si along the Mankyeong-river, we find that norms of cooperation are pertinently explained by regional identity and participation in local civic groups. With a strong orientation on cooperative norms, Iksan-si turns out to retain considerably high levels of social capital and a deep sense of community belonging. These may be all potential resources for the development for regional environmental governance, but ironically Iksan-si is the test-bed for the river restoration project with the partnership being degenerated into an umbrella organization of the regime politics.
