새 정부 유아교육·보육정책 수립을 위한 19대 대선공약의 실현가능성 및 중요도 분석 (Analysis of Relative Importance of the 19th Presidential Commitment for Establishing a New Government Early Childhood Education and Childcare Policy)

초록

본 연구에서는 새 정부 유아교육․보육정책 수립을 위해 19대 대선 후보들이 제안한 유아교육․보육 정책에 대한 공약을 분석하여 정리한 후 실현가능성을 확인하고, AHP(Analytic Hierarchy Process) 기법을 활용하여 각 공약별 가중치에 대한 쌍대비교(pairwise comparison)를 통해 상대적 중요도 및 우선순위를 파악하고자 하였다. 본 연구의 AHP 기법에 참여한 전문가 패널은 유아교육․보육정책 및 평가 분야에 권위가 있는 유아교육과 교수 12인을 전문가 패널을 선정하였고, 연구도구는 19대 대선 유아교육․보육정책 공약에 대한 설문지이다. 본 연구의 결과는 다음과 같다. 첫째, 새 정부 유아교육․보육정책 수립을 위한 19대 대선 공약의 실현가능성을 살펴본 결과, ‘국․공립어린이집 확대 및 공립유치원 확충’, ‘임신, 출산 진료비용 및 난임 치료비 국가지원 확대', ‘누리과정 예산 정부 부담'의 순으로 높게 나타났다. 둘째, 새 정부 유아교육․보육정책 수립을 위한 19대 대선 공약의 상대적 중요도 및 우선순위를 살펴본 결과, ‘보육교사 근무환경 개선 및 처우보장’, ‘여성 육아휴직 확대’, ‘국․공립어린이집 확대 및 공립유치원 확충’의 순으로 상대적 중요도 및 우선순위가 높게 나타났다. 본 연구의 결과는 향후 새 정부의 유아교육․보육 정책에 대한 실현가능성과 상대적 중요도 및 우선순위에 대한 이해도 증진에 시사점을 제공한다.

This study analyzed the promise of early childhood education and childcare policies proposed by the 19 presidential candidates for the establishment of the new government early childhood education and childcare policy, and confirmed the feasibility after analyzing it. The AHP method was used to compare the relative importance and priority of each commitment by weighted pairwise comparisons. The panel of experts who participated in the AHP method of this study selected 12 panelists of early childhood education professors who have authority in the field of early childhood education and child care policy and evaluation. The research tool was a questionnaire on 19th presidential preschool education and childcare policy commitment to be. The results of this study are as follows. First, as results of examining the feasibility of the 19th presidential election campaign for the establishment of a new government early childhood education and childcare policy, 'Expansion of public kindergartens', 'Expansion of support for pregnancy, childbirth and medical expenses for the disabled,' and 'Budget government burden of Nuri Curriculum'. Second, as a result of examining the relative importance and priority of the 19th presidential election campaign for the establishment of the new government early childhood education and childcare policy, the results of the survey are as follows: And 'expansion of public kindergartens'. The results of this study provide implications for the future realization of the new government 's early childhood education and childcare policy and the understanding of relative importance and priorities.
