초록

In recent days, the word 'overexposure' had been ranked No. 1 real-time search word on Internet portal sites and became the subject of controversy. The controversy was caused by the enforcement of ordinances of the Minor Offenses Act that was passed on the 11th. It newly stipulates noticed disposition items so that it is possible to impose penalties on the overexposure etc. from 22nd.
The revised bill is the subsequent action in accordance with the amendment of "Minor Offenses Act" last year. It includes 28 acts such as 27 items that are brought to summary justice if uncovered and continuous bullying acts as well as overexposure. It also specifies the amount of fine for each act.
Regarding the 'overexposure' that had become the main controversy, people are more worried about the ambiguity of how the criteria of 'overexposure' are decided than the fundamental question that if the enforcement of law is right. On the other hand, the unfamiliarity with and the lack of understanding for "Minor Offenses Act" intensified the controversy.
As seen from the controversy, the "Minor Offenses Act" and the specified acts have been rarely reviewed so far even though the "Minor Offenses Act" is the closest law in the daily lives of people.
Therefore, starting with the review on the amended "Minor Offenses Act", this paper is to briefly review the 'overexposure' specified in the "Minor Offenses Act", legislation cases of foreign countries on the ‘overexposure’, and the relation with public lewdness specified in the "Criminal Law".
