초록

우리나라는 예전에 겪어 보지 못했던 IMF라는 거대한 수렁에서 헤어났다. IMF로 인해 특히 서민들의 주거문제가 심각했다. 다시는 겪지 말아야할 아픔이기에 후일의 경계를 위해서도 IMF를 기점으로 한 부동산정책들을 시계열적인 시각에서 분석할 필요가 있다.
본 연구는 IMF 이후 역대정부의 주택정책을 검토 하였다. 분석의 틀은 Newman & Howlett의 “정책레짐 생애주기 이론”을 원용하여 1단계부터 7단계로 나누어 1단계인 회임기 부터 7단계인 사망 또는 대체기의 주택 정책상의 특징들을 선행연구를 원용하여 다음과 같이 분석하였다.
첫째, 김대중정부의 주택정책은 1단계인 회임기, 3단계인 청소년기, 6단계 노년기, 7단계인 사망/대체기에 해당된다고 본다.
둘째, 노무현정부의 주택정책은 3단계인 청소년기, 7단계인 사망/대체기에 해당한다.
셋째, 이명박정부의 경우 5단계인 성년기, 7단계인 사망/대체기에 해당된다.
넷째, 박근혜정부의 주택정책의 특징은 7단계인 사망/대체기에 해당된다.
다섯째, 문재인정부의 경우 1단계인 회임기, 5단계인 성년기, 7단계인 사망/대체기에 해당되는 것으로 평가된다.
검토의 결과에서처럼 역대정부의 부동산 정책 등의 위기로 주택정책에 대한 부정적 국민체감도가 증가 하여 이론의 1단계인 회임기의 도래를 미연에 방지하는 방법을 강구할 가 필요가 있다. 특히 주택정책은 무엇보다 이슈화되기 전 초기에 국민 여론 조사 등의 수렴을 통하여 민의를 반영하여 해결하는 것이 바람직하다. 또한 청소년기에 해당하는 경우 오류를 최소화 하도록 노력해야 한다. 노년기에 해당하는 주택정책의 경우 관련 법규상 부작용은 없는지 사전적 검토가 필요하다. 사망/대체기의 경우 부동산 정책의 무분별한 남발방지로 피해를 최소화하는 것이 불만이 고조되는 회임기로의 이행을 미연에 막을 수 있는 길이 되기도 한다.
본 연구의 한계로는 외부환경의 차별성과 정책 주체의 상호작용에 의해 정책이 도출되는 과정을 면밀히 살펴볼 필요가 있으나 여기서는 생략하고 지나치게 단순화 한 점이 아쉬움으로 남는다.

영어초록

Korea has emerged from a huge swamp called the IMF, which it has never experienced before. Due to the IMF, the housing problem of ordinary people was especially serious. Since it is a pain that should never be experienced again, it is necessary to analyze real estate policies starting from the IMF from a time series perspective for future vigilance.
This study reviewed housing policies of previous governments post the IMF. The framework of the analysis is based on Newman & Howlett's "Policy Regime Life Cycle Theory", divided into stages 1 to 7, and analyzed the characteristics of housing policy from the 1st stage of gestation to the 7th stage of death or replacement using previous studies. made a nose the results are as follow.
First, the housing policy of the Kim Dae-jung government is considered to correspond to the first stage of gestation, the third stage adolescence, the sixth stage old age, and the seventh stage of death/replacement.
Second, the housing policy of the Roh Moo-hyun administration corresponds to the 3rd stage of adolescence and the 7th stage, the death/replacement stage.
Third, in the case of the Lee Myung-bak administration, the 5th stage of adulthood and the 7th stage of death/replacement fall.
Fourth, the characteristics of the Park Geun-hye administration's housing policy correspond to the seventh stage, the death/replacement period.
Fifth, on Moon Jae-in administration, it is evaluated that it corresponds to the first stage of gestation, the fifth stage of adulthood, and the seventh stage of death/replacement.
As the results of the review show, this is a need to look for a way preventing the arrival of the first stage of the theory, the term of office in advance, as negative public sentiment toward housing policies has increased due to crises such as real estate policies of previous governments. In particular, it is desirable to resolve the housing policy by reflecting the will of the public through public opinion polls, etc., at an early stage before it becomes an issue. In addition, in the case of adolescence, efforts should be made to minimize errors. In the case of housing policies for old age, it is necessary to review in advance whether there are any side effects under the relevant laws. In the case of death/replacement, minimizing damage by preventing the reckless abuse of real estate policies is also a way to prevent the transition to the gestation period, where dissatisfaction is heightened.
As a frontier of this study, it is necessity to closely examine the process of deriving a policy by the interaction of the policy actors and the differentiation of the external environment, but it is regrettable that it is omitted and oversimplified.
