귀농·귀촌인(가구)의 삶과 문제해결 경험 및 정책 제안에 대한 이해 : 생애사 이야기식 접근으로 (Understanding the Life and Problem-solving Experiences of Urban-to-Rural Migrants(Households) of and Policy Recommendations : Biographical Narrative Approach)

초록

본 연구는 귀농·귀촌인(가구)의 삶과 문제해결경험을 이해하고, 해석하여 귀농·귀촌인(가구)의 정착 및 적응을 돕기 위한 실천적·정책적 제안을 하고자 전라남도 M군 귀농·귀촌인 남, 여 9명의 정착 및 적응 경험을 생애사 이야기식 연구방법을 사용하여 연구를수행하였다. 본 연구의 결과는 다음과 같다. 첫째, 귀농·귀촌인의 정착 및 적응하는 삶에서 좋았던 경험은 ‘자연에서 사람답게 내가 원하는 삶을 함께 살 수 있어 좋아요.’라는상위주제로 나타났다. 둘째, 귀농·귀촌인의 정착 및 적응하는 삶에서 어려웠던 경험은‘생각했던 것보다 극심하게 어려운 경제적, 문화적 어려움과 미흡한 정부 지원’이라는상위주제로 나타났다. 셋째, 귀농·귀촌인의 정착 및 적응하는 삶에서 문제해결 경험에 대한 이해는 ‘하늘은 스스로 돕는 자를 돕는다.’라는 상위주제로 도출되었다. 본 연구결과를 바탕으로 실천적 제도적 개입 방안을 제언하였다. 첫째, 복지 문화공간의 부족 해소와 원주민과의 소통을 위한 공동체 여가 프로그램을 마을회관 또는 경로당에서 운영하는 것을 제안한다. 둘째, 지자체는 고령의 귀농·귀촌인 정착 및 적응을 돕는 다양한 연령별 맞춤형 귀농·귀촌을 위한 지자체의 정책 제도를 마련해야 할 것이다. 셋째, 복지관, 가족센터 등이 귀농·귀촌인의 정착을 돕는 사례관리 서비스를 제공할 것을 제안한다.

영어초록

This study was conducted to understand and interpret the life and problem-solving experiences of urban-to-rural migrants (households) in their own voices and to present practical and policy suggestions to help them settle down and adapt to rural areas. A biographical narrative approach was used as a research method to understand urban-to-rural migrants’ stories of settlement and adaptation experiences in the context of their lives. Participants in the study were nine male and female adults who migrated to M-gun, Jeollanam-do. Recently, M-gun has seen an increasing number of urban-to-rural migrants due to the development of Namak and Oryong Districts. The results of the study are as follows: First, the top theme for their good experiences of settlement and adaptation was “It is good to be able to live the life I want as a human in nature.” Second, the top theme for difficult experiences of settlement and adaptation was “Much more difficult economic and cultural difficulties than expected and insufficient government support.” Third, the top theme used for an understanding of the problem-solving experiences of urban-to-rural migrants’ lives of settlement and adaptation was “Heaven helps those who help themselves.” On the basis of the findings about urban-to-rural migrants’ good, difficult, and problem-solving experiences of settlement and adaptation, the study suggested the following practical institutional interventions. First, a community leisure program needs to be operated at the village hall or senior center to make up for the lack of welfare and cultural spaces and to permit interaction with indigenous residents.
Second, local governments should prepare a policy scheme tailored to different age groups among urban-to-rural migrants to help elderly urban-to-rural migrants to settle and adapt better. Third, welfare centers and family centers need to provide case management services to help urban-to-rural migrants to settle. In this context, it would be possible to solve the problems faced by individual migrants in an active and practical manner, including connections to local community resources through case management services from social welfare institutions.
