Interpreting differing frames reflected in media discourse on work-life balance policies in the Korean newspaper

초록

As the proportion of both working women and dual-income families has increased worldwide over the last few decades, a variety of work-life balance(WLB) policies have emerged to help employees manage their work and family responsibilities. Although WLB policies are still at a very early stage in the Republic of Korea, current WLB policies face much criticism because they do not reflect the reality of workers’ lives. Focusing on how news media describe issues underlying WLB policies, this study examines the frames reflected in media discourses focusing on the formulation and implementation of Korean WLB policies. In fact, two frames— the frame of national competitiveness and low fertility and the frame of gender equality— were found. This study allows us to investigate how social meanings of WLB policies have been constructed in the media as one of the public policy forums and how these meanings can constrain managerial frames at the organizational level. More importantly, the analysis contributes to a better understanding of underlying normative assumptions and characteristics of current WLB policies and their potential negative impacts on the effectiveness of the policies.
