일제하 안산지역의 야학⋅사설강습소와 샘골학원 (Free-night School⋅Private Educational Institution and Samgol Academy in Ansan under Japanese colonial rule)

초록

일제강점기 안산지역이었던 시흥군 수암면과 군자면, 수원군 반월면의 유 지와 종교단체는 아동, 여성, 청년 등을 교육하기 위해 야학과 사설강습소를 설립했다. 이들이 설립한 야학과 사설강습소는 수암면과 군자면에 대부분 위 치해 있었지만 반월면에 유일하게 샘골학원이 있었다. 특히 샘골학원은 1929 년부터 1940년까지 반월면의 아동, 여성, 청년 등을 교육했고, 폐지되기 전까 지 민족주의 교육을 실천했던 사설교육기관이었다. 이 글에서는 기존 연구를 바탕으로 새로 발굴한 안산지역의 야학과 사설강습소를 정리⋅분석하고, 나 아가 샘골학원의 운영과 교육을 통해 그 특징을 종합적으로 살펴보았다. 조선총독부가 식민정책을 전개하는 과정에서 안산지역은 시흥군과 수원 군으로 통폐합되었다. 또한 조선총독부는 공립보통학교를 설립하면서 일본 어 보급에 주력을 다했으며, 학교가 없는 지역에 국어강습소를 설치했다. 특 히 1916년 수원군 반월면에 국어강습소는 식민정책에 앞장섰던 조선인들이 중심이 되어 일본어 보급에 충실하는 식민지 교육기관이었다. 1919년 3⋅1운동 이후 조선인들 사이에서 향학열과 교육열이 고조되면서 보통학교에 입학하고자 했고, 이는 곧 입학난으로 이어졌다. 이뿐만 아니라 보통학교에 입학했던 조선인 아동들은 차별을 겪었고, 또 높은 수업료가 부 담으로 다가왔다. 결국 많은 조선인 아동들은 보통학교에 가지 않았다. 이를 해결하기 위해 조선총독부와 조선인들은 야학이나 사설강습소를 설립하고 자 하는 ‘동상이몽’을 꾸었다. 그 중 안산지역에서 조선인들이 설립한 야학과 사설강습소는 11개로 확인된다. 이들이 설립한 야학과 사설강습소 중 10개는 시흥군 수암면과 군자면에 위치했으며, 설립단체에 따라 교과목, 교육대상, 성격이 상이했다. 반면, 수원군 반월면에 위치했던 샘골학원은 유일한 사설강습소였다. 샘골 학원은 1929년 감리교 선교사업의 하나로 설립되었다가 최용신이 부임한 이 후 문맹퇴치운동과 농촌운동을 반월면에서 같이 전개해 나갔다. 특히 최용신 은 샘골학원의 안정적인 운영을 위해 반월면의 부녀자들과 구우계를 통해 자 금을 모으거나 유지들에게 후원을 받았다. 그리고 그녀는 1932년 조선총독부 의 인가를 얻었음에도 한국어와 한국사를 샘골학원의 아동들에게 가르쳤다. 이에 이케다 요시타네(池田義種) 시학관은 샘골학원의 교육을 “불완전한 교 육”이라고 하면서 아동들에게 해를 끼친다고 하여 샘골학원에 1차 폐지명령 을 가했다. 즉 샘골학원은 반월면에서 문맹퇴치운동과 농촌운동을 전개했을 뿐 아니라 식민지기 한국어와 한국사를 교육하는 민족주의 교육을 실현하는 사설교육기관이었다.

영어초록

The community leaders and religious organizations of Suam-myeon(秀岩面) and Gunja-myeon(君子面) of Siheung-gun(始興郡), and Banwol-myeon(半月面) of Suwon-gun(水原郡), which were Ansan, Japanese colonial era, established night schools(夜學) and private schools to educate children, women, and young people. Most of the night schools and private schools established by them were located in Suam-myeon and Gunja-myeon, but there was only Samgol Academy in Banwol-myeon. In particular, Samgol Academy was a private educational institution that educated children, women, and young people in Banwol-myeon from 1929 to 1940, and practiced nationalist education until it was abolished. Therefore, this article organized and analyzed the newly discovered night schools and private lessons in Ansan based on existing research, and furthermore, its characteristics were comprehensively examined through the operation and education of Samgol Academy. In the process of the Japanese Government-General of Korea's colonial policy, the Ansan area was merged into Siheung-gun and Suwon-gun. In addition, the Japanese Government-General of Korea focused on disseminating Japanese by establishing a public ordinary schools, and established a free Korean language course in areas where there are no schools. In 1916, in Banwol-myeon, Suwon-gun, the free Korean language training center was a colonial educational institution devoted to the spread of Japanese, led by Koreans who took the lead in colonial policy. After the March 1st Independence Movement in 1919, as the enthusiasm for learning and education increased among Koreans, they tried to enter elementary schools, which soon led to admission difficulties. In addition, Korean children who entered elementary schools suffered discrimination, and high tuition fees came as a burden. After all, many Korean children did not go to elementary schools. To solve this problem, the Japanese Government-General of Korea and Koreans formed a "Acting the same way but with different objectives in mind(同床異夢)" to establish night schools or private schools. Among them, 11 night schools or private schools established by Koreans in Ansan are confirmed. Ten of the night schools and private training centers they established were located in Suam-myeon and Gunja-myeon, Siheung-gun, and their subjects, educational targets, and characteristics were different depending on the establishment organization. On the other hand, Samgol Academy, located in Banwol-myeon, Suwon-gun, was the only private school. Samgol Academy was established in 1929 as one of the Methodist missionary projects, and since Choi Yong-shin(崔容信) took office, the literacy movement and the rural movement have been carried out together in Banwol-myeon. In particular, Choi Yong-shin raised funds through women and cattle communities in Banwol-myeon for the stable operation of Samgol Academy, and was sponsored by community leaders. And she taught Korean language and Korean history to children at Samgol Academy, even though she was approved by the Japanese Government-General of Korea in 1932. In response, Yoshitane Ikeda (池田義種), a school inspector, called Samgol Academy's education "incomplete education" and ordered the first abolition of Samgol Academy because it harms children. In other words, Samgol Academy was a private educational institution that not only carried out literacy and rural movements in Banwol-myeon, but also realized nationalist education that educated colonial Korean language and Korean history.
