초록

일본형 금융빅뱅에 의해 실시된 금융시장의 변화는 부동산시장과 부동산업에도 큰 영향을 미쳤다. 그 내용은 본 연구에서 상정한 사항 즉, 당시 부동산업 관계자들이 대체로 예상한 사항 중 제도면에 대해서는 대체로 실현되고 있거나 그 방향으로 진전되고 있어 결론적으로 예상한 범위 내라고 해도 좋을 것이다. 물론 주택금융공사의 개혁이나 자금의 활성화 등 예상치 못한 사건들이 발생하였으며, 그 여파가 향후 부동산 시장과 부동산 산업에 어떤 영향을 미칠지에 대해서는 다시 한 번 검토해 볼 필요가 있다.
한편, 일본에 특유한 관행에 대해서는 택지개발 연동성, 지도요강 문제와 같이 행정부 측에서는 나름대로의 변화가 보인다. 그러나 임차계약으로 대표되는 민간 부동산 거래관행에 대해서는 여전히 일본 부동산 시장 속에 뿌리 깊게 박혀 있고, 현저한 변화는 보이지 않는다. 향후에는 이러한 사실상의 기준을 얼마나 합리화해 나갈 것인가가 중요한 과제이며, 특히 금융상품거래법의 제정·시행에 의해 투자자 보호의 관점에서 또한, 소비자청의 신설은 소비자 보호 차원에서 이러한 합리화 요청을 더욱 강화할 것으로 생각된다.
최근 금융 및 금융 분야의 다양한 변화는 부동산 시장과 부동산 산업에 지속적으로 적지 않은 영향을 미치고 있다. 따라서 부동산 시장이나 부동산 산업의 방향을 탐색하거나 그에 영향을 미치는 여러 요인들을 검토하는 데 있어서 금융에 대한 제도나 시장의 동향을 정확하게 파악하는 것이 필수적이다. 이러한 인식 하에서 금융시장의 변화가 부동산시장과 부동산업에 과거 어떤 영향을 미쳤는지, 향후 어떤 영향을 미칠지에 대한 관점에서 분석, 검토를 해보고 싶다. 따라서 우선 이 글에서는 과거로 눈을 돌려 지난 십여 년간 발생한 금융시장의 변화와 부동산업과의 관계에 대해 구체적으로는 이른바 일본형 금융빅뱅이 어떤 영향을 미쳤는가 하는 논점으로 좁혀 분석하기로 한다.

영어초록

The changes in the financial market brought about by the Japanese financial big bang had a great impact on the real estate market and the real estate industry. The contents of this study, that is, among the items generally expected by the real estate industry officials at the time, are generally being realized or progressing in that direction, so it can be said that they are within the expected range in conclusion. Of course, unexpected events such as housing finance corporation reforms and fund activation have occurred, and it is necessary to review once again how the aftermath will affect the real estate market and the real estate industry in the future.
On the other hand, regarding practices unique to Japan, the administrative side is showing its own changes, such as the issue of the housing site development guidance guidelines. However, private real estate transaction practices, represented by lease contracts, are still deeply rooted in the Japanese real estate market, and no significant changes have been seen. In the future, it is an important task how to rationalize such a de facto standard, and in particular, from the viewpoint of investor protection through the enactment and enforcement of the Financial Instruments and Exchange Act, and the establishment of the Consumer Agency will further strengthen the request for such rationalization in terms of consumer protection.
Recently, various changes in finance and the financial sector continue to have a significant impact on the real estate market and the real estate industry. Therefore, it is essential to accurately grasp the financial system or market trends in exploring the direction of the real estate market or the real estate industry or examining various factors that affect it. With this awareness in mind, I would like to analyze and review from the perspective of how changes in the financial market have affected the real estate market and the real estate industry in the past and what impact they will have in the future. Therefore, in this article, first of all, I will look to the past and analyze the relationship between the changes in the financial market and the real estate industry over the past decade by narrowing it down to the topic of how the so-called Japanese financial big bang has affected it.
