베트남 부동산 시장의 투자환경에 관한 소고 (A Study on the Investment Environment in Vietnam Real Estate Market)

초록

베트남은 1986년 12월 베트남 공산당 제6차 대회에서 제기된 개혁․개방 정책 슬로건을 통해서 새롭게변경한다는 의미에서 ‘쇄신’이라는 뜻을 가진 ‘도이머이(đổi mới) 정책’을 바탕으로 시장 경제체제를 도입하여농업 부문의 개혁을 단계별로 추진하였다. 이후 평균적으로 6% 이상의 지속적인 고성장 경제발전을 이루며ASEAN의 경제․사회적 현안을 조율하는 주요 핵심국가로 발전하였다. 또한, 대한민국 정부가 2017년 11월부터 추진하고 있는 ‘신남방정책(新南方政策)’의 핵심적인 국가이자 정치적 안정성 및 양질의 저렴한 노동력 등의요인으로 인해 국내 투자자들의 진출이 활발한 국가이며, 국내의 교역 및 투자 대상국으로서 특히 부동산3대 성장동력(인구구조, 도시화율, 고도의 경제성장률)이 모두 갖추어져서 그 중요성이 더욱 부각되고 있다.
더하여 베트남의 경제 호황이 지속되면서 국내 투자자들은 베트남 지역 내에 투자할 기회도 더욱 활발해지고있다. 그러나 문화적 차이와 외국인 투자정책 등이 다르다보니 이를 대비한 투자전략을 세우는 것은 매우어려운 일이다. 즉, 국가별 차이점을 이해하고, 경제적인 분야 뿐만 아니라 사회개발 정도와 산업, 인적자원현황 등 다양한 분야를 고려하고 투자를 하여야만 한다.

영어초록

1. CONTENTS (1) RESEARCH OBJECTIVES Many real estate investors often fail due to the lemming effect. Therefore, the researcher aims to recognize these problems in advance through various analyses that affect real estate investment in Vietnam and further improve the knowledge involved.
(2) RESEARCH METHOD This study approached Vietnam from a macro perspective and analyzed the economic status, investment status, and industrial real estate market status among real estate markets, which resulted in problems with real estate investment in Vietnam. Based on this, we would like to propose several improvements that could have a positive impact on real estate investment in the future.
(3) RESEARCH FINDINGS Vietnam in the current golden age is a country with a high possibility of developing the real estate market due to rapid urbanization and the resulting increase in income. In other words, the importance of real estate is further highlighted as all three major growth engines (population structure, urbanization rate, and high economic growth rate) are equipped. In particular, the Republic of Korea is gaining a lot of popularity among real estate investors because it is Vietnam's No. 1 investor and has a very rich potential to increase returns along with rising real estate values. Recently, real estate development and investment companies have been actively investing in southern Vietnam as expectations for smart city development projects and solar power projects have increased in the south-central region of Vietnam, including Vintuan and Nintuan. However, due to problems such as lack of infrastructure construction and somewhat complicated administrative procedures, long-term investments are not actively made.
2. RESULTS Vietnam implemented the reform of the agricultural sector step-by-step in December 1986 by introducing a market economic system based on the Doimoi policy, which means “reform” in the sense of reform and openness through the slogan of the 6th Communist Party of Vietnam. It has since developed into a major core country that coordinates ASEAN's economic and social issues with a continuous high growth economic development of more than 6% on average. In addition, the Korean government has been pushing for the New Southern Policy since November 2017, and domestic investors are actively entering the country due to political stability and low-quality labor, and the importance of having all three major real estate growth engines(population, urbanization, high economic growth rate).
In addition, as Vietnam's economic boom continues, domestic investors are also increasingly likely to invest in the Vietnamese region. However, because cultural differences and foreign investment policies are different, it is very difficult to set up investment strategies to prepare for them. In other words, the government should understand the differences between countries and consider and invest in various areas such as the degree of social development, industry, and human resources as well as economic areas.
