초임 체육장학사 문화에 대한 사례연구 (Case Study of Culture in relation to Newly Appointed Elementary School Commissioner of PE)

초록

본 연구는 지역교육청 초등 초임 체육장학사의 문화를 알아보는데 있다. 연구 결과 첫째, 초임 체육장학사의 관련 업무에서는 행정업무 중심과 중시 풍조, 업무 구분 불명확, 상사가 중요하게 여김 등이, 장학업무에서는 겉도는 수업장학, 비전문적․비효율적인 장학지도 등이, 생활에서는 현장 배려, 업무 답습, 자존심 상처 등이 있었다. 둘째, 인간관계에서는 내부적으로 긍정적․부정적 영향, 소통 부족 등이, 외부적으로는 교사와의 친밀도 높음, 시간 부족, 애매한 경조사비용, 민원 스트레스 등이 있었다. 셋째, 가치관에서 교사관은 성장 모형 교사관을 가지고 있었고, 직업관은 승진 욕구, 자부심, 학습권․인권 묵인 등이 있었으며, 장학관은 올바른 체육장학 실천, 교육자치, 위로차원의 재교육 등이 있었다. 이상의 연구 결과를 바탕으로 한 시사점은 여전히 개선되지 못한 행정업무 중심과 중시 문제에 대한 국가적인 의견 수렴 및 협의 과정이 필요하며, 장학사․연구사별 전문성 제고를 위한 다양한 연수 체제가 강화되어야 한다.

영어초록

This study is to investigate the culture in relation to the newly appointed elementary school commissioner of PE. The results from investigation are as follows:First, as to the topics about the works relating to the newly appointed school commissioner, it was concerned with the trend with a focus on administrative work, and lack of business cooperation with the secondary school commissioner of physical education. As for tasks in relation to encouragement of learning, the topics were unprofessional, ineffective supervision of encouraging activities of school education. And, as to life, included in the topics were consideration of the locale of education, burden of preparation for the National Sports Festival, and damaging self-esteem, etc. Second, regarding the topics on interpersonal relationships at work, internally these were connected to positive and negative influences, and lack of communications, etc. Externally, the topics were concerned with higher level of closeness with teachers, lack of time, unclear expenses for congratulations and condolences, carelessness toward family affairs, and kindness in handling civil complaints, etc. Third, as to the value topics, their view toward teachers was on the ground of growth model. And their occupational view was comprised of desire for promotion, self-confident, simultaneous exercise of right to learn and human rights, etc. Regarding the view of encouragement and supervision of learning activities, it encompassed topics such as practice of encouragement of learning of physical education toward right direction, education autonomy, and aspects of irregular consolation, etc. Based on the above research results, it is suggested that with respect to the issues of administration-oriented job process and a tendency putting emphasis on administrative works, a study on the policies thereof should take place at the national level, and at the same time, it shall be required a collection of extensive opinions and the process of discussions accordingly.
