청주 시청사 본관동 철거에 대한 참여주체별 시계열 대응 분석 (Time Series Analysis on Stakeholder’s Responses to the Destruction Process of the Cheongju City Main Hall)

초록

· 연구 주제: 청주시 신청사 건립정책 사업에서 본관동 철거 논쟁을 둘러싼 다양한 참여 주체의 대응을 입체적으로 분석하고, 일련의 대응 방안을 살펴봄으로써 지역 정책의 참여자들이 활용하는 자원 및 전략의 현주소파악과 기존의 논의에서 부족했던 점을 연구하였다.
· 연구 배경: 민주주의 사회에서 갈등은 불가피한 현상이다. 다양한 참여주체 간 의견이 충돌하게 될 때, 현명한 갈등 해결을 위해 각자의 입장 차이에 대한 상호이해 및 입장의 분포 분석이 필요하다. 다양한 참여주체의 대응을 분석함으로써 민주적 다원주의에 기여하며 이후 도시재생사업을 진행하는 과정에서의 질 높은 논의를 돕고, 사회적 갈등비용을 줄이는데 목적이 있다.
· 선행연구와의 차이점: 지역의 고유한 특성을 지닌 근대문화유산을 연구의 대상으로 선정하였고 정치에 따른 정책의 변동분석을 위해 시기를 구분하고 시기별로 분석했다는 점, 공식적인 지위를 지니고 있지 않은 다양한 참여주체들을 대상으로 논의했다는 점에서 기존 연구와의 차별성을 지닌다.
· 연구방법: 문헌연구를 통해 청주 시청사 본관동 철거의 흐름을 파악하고 신청사 건립 정책과정은 Kingdon의 정책흐름모형을 통해 분석하였다.
· 연구결과: 청주 시청사 본관동은 청주시 시장의 정책에 따라 보존 여부가 바뀌었으며 정책의 창이 3번 열리고 닫혔다. 청주시 신청사 건립 정책에서 본관동에 대한 입장을 드러낸 참여주체는 6개이고, 이중 연속성을 가지고 참여한 주체는 4개였다. 청주시청 본관동 철거를 둘러싼 사회적 갈등이 발생한 원인은 본관동의 근대문화재적 가치의 여부였지만 갈등의 본질은 본관동의 근대건축유산에 대한 가치 및 활용방안을 논의하는 점에서 참여주체 간의 협의가 부족했다는 점이었다. 외부의 참여주체가 일시적으로 정책의 창을 열수는 있지만, 내부 참여주체를 견제할 힘이 없다면 그 정책은 일관성을 가지고 지속될 수 없음을 확인하였다.
· 공헌점 및 기대효과: 지역 공공청사의 재생을 둘러싼 참여주체의 대응을 분석함으로써, 정책 변동에서 활용 가능한 전략을 제시한다는데 의의가 있으며, 다양한 참여주체를 분석하여 정책의 창이 열리고 닫히는 흐름을 파악하고 그들의 의견을 종합 비교 분석했다는 점에서 의의가 있다. 사례연구를 통해 민주적 다원주의에 기여하며, 사회적 갈등비용이 줄어드는 효과를 지닌다.

영어초록

The urban regeneration policy is changing into a paradigm that reflects various interests. As a number of voting dispatches inevitably dispatched, the urban regeneration policy is considered a representative potential social conflict area. As the regeneration area of our society expands, the cost of conflict is also increasing. In order to maturely resolve social conflicts, the importance of mutual understanding between individuals and groups is increasing.
Using Kingdon's multiple streams framework, this study analyzes in stakeholder’ responses to the destruction process of the Cheongju city main hall. The policy process for building Cheongju city Hall is classified according to the controversy over the demolition of the Cheongju city main hall. In addition, stakeholder are actively analyzed to realize the policy agenda for each classified policy process. Among the policy entrepreneurs, those who continue to participate were selected as stakeholders, and the countermeasures for the policy were examined. The analysis is as follows.
First, while the construction of the new Cheongju city hall has been drifting for over 10 years, Mayor of Cheongju's position on the Cheongju city main hall has changed four times. The policy for building the new Cheongju city hall is divided into four stages, because the policy window opens and closes three times depending on whether or not the main building is preserved.
Second, in the policy of new Cheongju city hall, eight policy entrepreneurs for the main building can be selected. Among them, four stakeholders are interested in the main building with continuity.
Third, local NGO of stakeholders used the most diverse strategies to reflect their opinions. Among stakeholders, local NGO organizations are only legal authority to participate in policy as the only informal participants, but there was a big impact on policy.
Lastly, the responses of each stakeholder influenced the policy on the Cheongju city main hall but did not affect the resolution of the conflicts arising in the policy process. The core of the main hall debate was the difference in positions on the values of modern cultural properties. However, the strategy to resolve the difference in positions of each stakeholder was insufficient.
If we want to reduce the cost of social conflict in the regeneration project, it is necessary to prepare a device to lead social consensus. In particular, it is necessary to think about a system that can sufficiently understand each logic beyond the physical combination of various stakeholders.
