국내 항공사의 신입조종사 선발에 요구되는 적정 비행시간 고찰 (Consideration of Appropriate Required Flight Time for New Pilots in Republic of Korea’s Airlines)

초록

대한민국의 항공운송사업은 현재까지 많은 발전을 거듭해왔으며 다양한 형태의 항공사가 운영됨에 따라 회사의 요건에 부합되는 다양한 경력이 요구되고 있다. 이와 함께 국내에서 신입 조종사 선발 시 요구되는 비행시간도 항공사 별로 다르다.
2019년에 발생한 팬데믹은 전 세계적으로 항공업계에 막대한 영향을 준 예상하지 못한 변수였다. 2022년 말에 접어든 지금, 팬데믹의 영향은 차차 회복되고 있는데 이러한 추세로 본다면 이전과 같이 항공시장에서의 조종사 부족이 발생할 가능성도 있으며 미국을 비롯한 해외의 경우 이미 이러한 조짐이 나타나고 있다.
이러한 측면에서 조종사의 선발 조건을 위한 기본적인 자격증명 취득부터 항공사의 입사자격까지를 정리하고 현장의 조종사들이 생각하는 의견들을 종합하는 것은 조종사 수급계획을 수립하는 데에 있어 도움이 될 것으로 사료된다.
본 연구에서는 여러 국가를 대상으로 항공사의 신입조종사로 지원하기 위한 법적 최소 요건인 사업용 조종사 자격증명 취득조건을 알아보았으며, 항공사의 입사조건을 모집공고를 참고하여 비교하였다. 또한, 국내 항공사에서 근무하거나 최근에 입사한 신입조종사를 대상으로 입사를 위해 요구되는 비행시간과 지원자격에 대한 의견을 실증분석하였다.
국가별로 항공사 입사를 위한 조종사 자격증명은 국내, 일본, 유럽은 사업용 조종사 자격증명으로 동일하였다. 미국의 경우에는 운송용 조종사 자격증명을 요구하고 있다. 사업용 조종사 자격증명을 취득하기 위한 비행시간은 국내, 일본, 유럽의 경우 200시간으로 동일하였으나 미국의 경우 250시간을 요구하였고, 전문교육기관 여부에 따라 해당 시간은 국가별로 모두 소폭 차이가 있었다.
항공사를 입사하기 위한 비행시간은 국내의 경우 250, 300, 1,000시간을 요구하였다. 미국의 경우에는 1,500시간 또는 제한된 조건에서 750, 1,000, 1,250시간을 요구하였다. 일본과 유럽의 경우 비행경험이 없는 인원을 대상으로 항공사에서 운영하는 조종사 선발제도를 통해 조종사 수급을 하고 있다.
설문의 경우 설문자의 대부분은 현재의 입사를 위한 비행시간 기준을 유지하거나 하향하는 것으로 답변하였으며, 신입조종사의 입사 전 비행시간보다는 입사 후 대형항공기의 비행시간이 중요하다고 응답하였으나 같은 문항에 대해서도 신분별, 항공사별 또는 국가별로 차이가 있었다.
신분별 항목에서는 기장, 부기장, 운항훈련생의 3그룹으로 의견을 정리하였다. 기장의 경우 신입조종사의 비행시간이 기량에 미치는 영향이 적고, 사업용 조종사 자격증명을 취득한 직후 항공사에 입사하여 부기장 교육을 받는 것에 무리가 없다고 생각하였다. 부기장의 경우엔 항공사에 입사하여 교육을 잘 수료한 경우 비행을 잘 할 것이라고 답하였으며, 항공운송사업 항공기를 운용함에 있어 절차 준수가 중요하다고 답하였다. 반대로 운항훈련생의 경우 비행시간이 적을수록 부기장 초기교육에 어려움을 느낄 것이라고 답하였다. 항공사별 항목에서는 FSC(Full Service Carrier)와 LCC(Low Cost Carrier) 2그룹으로 의견을 정리하였다. 국가별 항목에서는 국내와 외국 2그룹으로 의견을 정리하였다. 국가별 항목의 경우 대부분의 문항에서는 의견차이가 없었으나 사업용 조종사 자격증명을 취득한 조종사의 비행기량은 본인이 취득한 곳이 더 높다고 답했다.
전체 설문에서 항공운송사업 항공기를 운용함에 있어 총 비행시간보다는 절차 준수가 더 중요하다는 문항에 동의하는 정도가 가장 높았으며, 부기장 업무를 잘 수행하기 위해서는 지금까지의 비행시간보다 입사 후 항공운송사업 항공기의 비행시간이 중요한 것과 항공사 부기장으로서 실시하는 비행은 항공사 입사 이전의 비행과는 다르다는 문항이 차례로 동의하는 정도가 높았다.
결과적으로 질적 기준을 위해서는 비행교육 단계에서 표준화된 교육을 비롯하여 두 명의 조종사가 필요한 항공기의 절차를 연습해볼 수 있는 교육 시나리오가 제공되어야 할 것이다. 이를 위해서는 항공사가 원하는 신입조종사의 질적 기준이 제시되어야 한다. 설문 결과 부기장 초기교육이 중요하므로 실제 교육 데이터를 통한 신입조종사의 입사기준 비행시간의 양적 기준 또한 살펴봐야 한다.
비행 경험이라는 것은 단순히 시간만으로 환산할 수는 없다. 비행에 대한 질적 기준과 양적 기준을 동시에 충족할 수 있는 적정한 비행시간을 찾는 과정 또한 매우 어려운 일임이 분명하나 차후 이와 관련된 연구를 통해서 적정 수준을 찾아 나간다면 보다 효과적인 기준이 확립될 것이다.
본 연구결과는 신입조종사 수급을 위한 방향성 정립에 있어서 의미가 있을 것으로 사료된다.

영어초록

The air transportation business of the Republic of Korea has been developing a lot so far, and the operation of various types of airlines requires various backgrounds that meet the company’s requirements. At the same time, the flight time required for selecting new pilots in Korea varies from airline to airline.
The pandemic that occurred in 2019 was an unexpected variable that had a huge impact on the airline industry globally. At the end of 2022, the impact of the pandemic is gradually recovering, but this trend may lead to a shortage of pilots in the aviation market as before, and the U.S. and other countries are already showing such signs.
In this regard, it is considered helpful to establish a pilot supply and demand plan by organizing the basic qualification for pilot selection conditions and the airline’s entry qualification.
In this study, the minimum legal requirement for applying as a new pilot of an airline in several countries was examined and the conditions for obtaining a commercial pilot certificate were compared by referring to the recruitment announcement. It also demonstrated and analyzed opinions on flight hours and eligibility requirements for new pilots who worked for or recently joined a domestic airline.
By country, pilot’s certificates for joining airlines were the same for Korea, Japanese, and European countries as commercial pilot certificate. The U.S. requires a transport pilot certificate. In the case of Korea, Japanese, and European countries, the flight time for obtaining commercial pilot certificates was the same as 200 hours, but in the case of the U.S., 250 hours were required, and the time varies slightly depending on whether or not there was a approved training organization.
It required 250, 300 and 1,000 hours of flight time to join an airline in Korea. In the case of the United States, it requested 1500 hours or 750, 1,000 and 1,250 hours under restricted conditions. In the case of Japan and European countries, pilots are supplied and supplied through the pilot selection system operated by airlines for those who have no experience in flying.
In the survey, most of the respondents answered that the flight time of large aircraft after joining the company is more important than the flight time of new pilots before joining the company.
In terms of status, three groups were selected: captain, flight officer and flight trainee. In the case of the captain, the flight time of the new pilot had little impact on his skills, and they thought it was reasonable to join the airline immediately after obtaining a commercial pilot’s certificate and receive training as a co-pilot. In the case of the flight officer, they said that if he joined an airline company and completed his education well, he would fly well, and that compliance with procedures is important in operating air transport aircraft. On the other hand, flight trainees said that the less time they fly, the more difficult it will be to train the flight officer in the early stages. In terms of airline-specific items, opinions were summarized into two groups: FSC (Full Service Carrier) and LCC (Low Cost Carrier). In terms of country-by-country items, opinions were compiled into two groups: domestic and foreign. In this category, most of the questions showed no difference of opinion, but the pilot who obtained the commercial pilot’s certificate answered that the ability was higher where he or she obtained it.
In the survey, most people agreed that compliance with procedures is more important than total flight time, and most agreed that air transportation time is more important than previous flight time and flight as airline flight officer is different.
As a result, qualitative standards will require training scenarios in which two pilots can practice the necessary aircraft procedures, including standardized training at the flight training stage. To this end, the qualitative standards for new pilots that airlines want must be presented. As the results of the survey show that the initial training of the flight officer is important, the quantitative standard of flight time for new pilots should also be examined through the actual training data.
Flight experience cannot be translated simply by flight time. The process of finding a proper flight time that can satisfy both qualitative and quantitative standards for flight is also very difficult, but more effective standards will be established if research related to this is conducted in the future.
The results of this study are thought to be meaningful in establishing a direction for the supply and demand of new pilots.
