AHP 분석을 통한 빈집 대책 우선순위 평가 - 경상남도 진주시 강남지구를 중심으로 - (Evaluation of Priorities for Unoccupied House Countermeasures through AHP Analysis – In the Gangnam district of Jinju-si, Gyeongsangnam-do -)

초록

전국적으로 빈집이 급증하고 있다. 빈집 증가는 범죄사고에 대한 두려움, 지역주민 불안감 증가, 붕괴사고 위험 증가, 화재·화재위험 증가, 쓰레기 투기 증가, 경관 악화, 미관 침해 등 사회문제와 직결된다. 이런 상황에서 정부가 빈집 정비를 활성화하고 빈집 증가에 따른 사회적 비용을 최소화하려는 것이다. 빈집은 지역 특성에 따라 원인이 다양하기 때문에 활용방안도 다양하게 추진할 수 있다. 빈집을 어떻게 정의하느냐에 따라 발생 빈도가 달라지고, 발생지에 따라 활용 방안이 달라질 것이라는 얘기다. 이번 연구에서는 경상남도 진주시 강남구의 현장조사 및 주민 의견 수렴을 통해 대상지의 현황과 문제점을 파악했다. 조사 결과, 첫째, 빈집은 대상지 막다른 곳이나 건물 1층에서 주로 발생했으며 90% 이상이 노후 단독주택으로 구성되어 있다. 둘째, 빈집이 대부분 3m 폭의 도로에 인접해 차량 접근이 어렵고 관리도 허술한 것으로 나타났다. 셋째, 골목길의 도로 폭도 매우 좁아 소방차가 진입할 수 없고, 화재에 매우 취약한 문제가 있는 것으로 파악됐다. 이러한 문제점을 바탕으로 빈집에 대한 이해도가 높은 전문가들을 대상으로 지역 특성에 맞는 빈집 대책 우선순위를 도출하는 AHP 분석을 실시했다. 전문가 범주에는 도시재생산업 종사자, 대학원생 등이 포함됐다. 분석 결과 강남구의 빈집 활용계획 우선순위는 경제적 측면, 빈집 효율적 개선을 위한 관련 법·제도 개선, 빈집 관련 법제도 일원화였다.

영어초록

Unoccupied houses are increasing rapidly nationwide. The increase in unoccupied houses is directly related to social problems such as fear of criminal accidents, increased anxiety among local residents, increased risk of collapse accidents, increased risk of fire, increased garbage speculation, worsening landscape, and infringement of aesthetics. In this situation, the government is trying to revitalize the maintenance of unoccupied houses and minimize social costs due to the increase in unoccupied houses. Unoccupied houses have various causes depending on regional characteristics, so utilization measures can also be implemented in various aspects. In other words, the frequency of occurrence will vary depending on how unoccupied houses are defined, and the utilization plan will vary depending on where they occur. In this study, the current status and problems of the target site were identified through field surveys and residents' opinions in the Gangnam district of Jinju-si, Gyeongsangnam-do. As a result of the survey, first, unoccupied houses occurred at the end of the target site or on the first floor of the building, and more than 90% of them consisted of old detached houses. Second, it was found that most unoccupied houses were adjacent to the 3m wide road, making it difficult to access vehicles and poor management. Third, it was found that the width of the road in the alley was also very narrow, so fire trucks could not enter, and it had a problem that was very vulnerable to fire. Based on these problems, an AHP analysis was conducted experts with a high understanding of unoccupied houses to derive priorities for countermeasure unoccupied houses according to the characteristics of the region. The category of experts included workers in the urban regeneration industry and graduate students etc. As a result of the analysis, the priority of the Gangnam district's unoccupied house countermeasures was economic aspects, improvement of related laws and systems to efficiently improve unoccupied houses, unification of unoccupied house-related legal systems.
