최빈개발도상국(LDC) 특혜관세제도의 운용현황과 발전방안 (A Study on LDC Preferential Tariff System and Suggestion for Korea’s Operation Improvement)

초록

개발도상국과 선진국간의 경제적 격차 해소를 중심으로 하는 남북문제는 지난 반세기 이상 세계적 관심사이자 현안이었다. 그럼에도 불구하고 경제적 격차는 더욱 벌어지고, 많은 최빈개발도상국(LDC)의 대외부채는 날이 갈수록 증가하고 있는 것이 현실이다. 이 연구는 개발도상국의 지속적 성장을 위한 선진국과 개발도상국간 주요 협력 수단인 GSP의 일종으로 한국이 2000년부터 시행하고 있는 LDC 특혜관세제도의 운용 현황과 문제점, 그리고 발전방안을 다루었다. 분석결과 LDC 특혜관세 공여에 따라 그동안 LDC로부터 한국으로의 수입은 전반적으로는 증가하였지만 증가추세는 한국의 총 수입증가율보다 낮았다. LDC 국가 전체로부터의 수입규모는 2018년 기준으로 한국 전체 수입의 0.58%에 지나지 않았다. 이와 같이LDC 특혜관세제도를 통한 개발도상국과의 협력이 부진한 원인은 한국이 규정하고 있는 특혜공여 대상품목의 한계, 특혜 적용을 위한 원산지관리의 어려움 등이 복합적으로 작용한 것으로 분석되었다. 이제 선진국으로 진입한 한국 입장에서는 남북문제 해결에 적극 참여하고, 개발도상국들과의 협력을 강화할 필요성이 높다. 이 연구에서는 이런 점을 고려하여 한국의 LDC 특혜관세제도 발전 방안으로 다음 다섯 가지를제시하였다. 첫째, 가공식품 등 현재 대상에서 제외되어 있는 농산품에 대한 특혜공여 대상품목을 적극적으로 확대할 것, 둘째, 아시아 지역 LDC와 FTA를 적극적으로 체결할 것, 셋째, 원산지결정기준의 복합적용과 누적기준의 확대 등을 통해 특혜적용 요건과 관련된 원산지규정을 완화할 것, 넷째, LDC에 대해 원산지관리시스템의 무상공여 등을 통한 행정적 지원을 강화할 것, 다섯째, LDC특혜관세제도를 GSP제도로전환하여 개발도상국에 대한 특혜공여를 확대할 것 등이다.

영어초록

South –North issues centered on narrowing the economic gap between developing and advanced economies have been global concerns and pending issues for more than half a century. Nevertheless, the reality is that the economic gap widens further, and the external debt of many Least Developing Countries (LDCs) is increasing day by day.
This study deals with current status of LDC Preferential Tariff System which was implemented in Korea from 2000 and suggest ways of improvement of its operation for Korea. LDC Preferential Tariff System is a kind of GSP which is a major means of cooperation between advanced and developing countries for sustainable growth of developing countries. According to the analysis, imports from LDC to Korea have increased in overall due to LDC preferential tariff contributions, but the growth rate has been lower than Korea's total import growth rate. Imports from the entire LDC country accounted for only 0.58 percent of Korea's total imports as of 2018. This seems attributable to the limited items subject to preferential treatment and difficulties in managing the country of origin for preferential application.
For Korea, which has now entered into the developed world, there is a high need to actively participate in resolving South – North issues and strengthen cooperation with developing countries. In view of this, five ways are suggested to develop Korea's LDC preferential tariff system. First, the government should actively expand the number of items subject to preferential treatment for agricultural products that are currently excluded from the list, such as processed foods. Second, enlarge FTAs with LDCs especially in Asian region. Third, ease the rules of origin related to the requirements for preferential application through the application of multiple standards for determining origin and the expansion of the cumulative standards. Fourth strengthen administrative support through an aid of country-of-origin management system. Fifth, convert the LDC special tariff system into the GSP system in order to expand preferential contributions to developing countries.
