초록

발전하고 있는 정보통신기술은 개개인의 삶과 경제 및 사회체계의 변화뿐만 아니라 정치와 민주주의의 실현의 영역에 있어서도 변화의 동인으로써 작동하고 있다. 특히, 대의제 민주주의 실현구조의 경직성은 민주적 정당성의 주체인 국민과 대표자 간의 간격을 발생시켰다. 선출된 대표자가 정당성을 부여한 자를 대표하지 않는 문제, 정당이 국민의 자유로운 정치의견형성을 매개하는 역할을 수행하지 않는 등 대의민주주의의 대표성, 응답성, 책임성의 원칙을 약화시키는 현상은 대의제민주주의 위기를 현실화시키고 있다. 관련하여 기존의 정당을 중심으로 이루어진 오프라인 중심의 정치참여의 유형이 온라인 플랫폼을 중심으로 활동하는 개인 및 단체를 중심으로 다양한 정치이슈가 형성되고 결집되는 정치참여의 유형이 다원화(Pluralisierung)되고 있다. 점차 발전하고 있는 인공지능(AI)를 기반으로 한 빅데이터의 영향력은 정치영역(그 중에서도 선거)에서도 점차 확대되고 있다. 현재는 물론이고 미래에도 정보을 활용할 수 있는 능력은 정치・경제・사회・문화 모든 영역에서 영향력을 행사할 수 있는 지위를 차지하는데 중요한 기제로 작용할 것이다. 대표적으로 인공지능(AI)를 기반으로 한 빅데이터는 현재의 유권자의 선호를 중심으로 형성되기 때문에 정치영역에서 소외된 젊은세대가 선거 및 정책의제의 형성에 반영하는 것에는 한계가 있었다. 반면에 노인세대와 장애인 등은 변화하고 있는 온라인 플랫폼의 접근이 용이하지 않기 때문에 정보의 생성과 활용에 있어 제한을 받을 가능성이 높다. 그러므로 정보통신기술의 발전에 의한 정치참여의 유형과 장의 변화에 모든 국민이 자유롭고 평등하게 접근할 수 있도록 정보격차의 문제를 해결할 수 있는 방안을 강구할 필요가 있다. 이러한 측면에 있어 젊은세대의 정치참여를 확대하기 위한 방안과 기성세대를 중심으로 온라인 플랫폼의 접근가능성을 제고할 수 있는 방안이 함께 강구되어야 한다.
따라서 본 글에서는 인터넷과 소셜네트워크 서비스(SNS: Social Network Service) 그리고 빅데이터의 활용을 중심으로 확장되고 있는 온라인 플랫폼을 통한 정치참여유형의 다원화와 정보격차로 인하여 제기되는 불평등의 문제를 디지털 리터러시와 연계하여 살펴 보고자 한다.

영어초록

The developing information and communication technology is acting as a driving force for change in the realization of politics and democracy as well as changes in individual life and economic and social systems. In particular, the rigidity of the representative democracy realization structure created a gap between the people the subjects of democratic legitimacy and representatives.
The phenomenon that weakens the principle of representative democracy, responsiveness, and accountability, such as the problem that the elected representative does not represent the person who gave legitimacy, and the party does not play a role of mediating the formation of free political opinions of the people, is making the crisis of representative democracy a reality.
In relation to the types of political participation in which various political issues are formed and gathered centered on individuals and organizations active on online platforms are becoming pluralisierung. The influence of big data based on the increasingly developed artificial intelligence (AI) is gradually expanding in the political sphere (especially in elections). The ability to utilize information in the present and future will serve as an important mechanism for occupying a position that can exercise influence in all areas of politics, economy, society and culture. In this regard, the problem of digital literacy is emerging. Representatively, big data based on artificial intelligence (AI) is formed around the preference of current voters, so there is a limit to reflecting the influence of young generations alienated from the political field in the election. On the other hand, in the case of older generations, it is not easy to access the changing political platform (activation of social media, etc.) and therefore, participation in the political field is limited or it is limited to form a true intention through fake news. Therefore, it is necessary to enhance the accessibility of the marginalized class to the development of technology in the political realm. In this aspect,, a plan to expand the political participation of the young generation and a plan to enhance the accessibility of the political platform centering on the older generation should be devised together. This is also consistent with the realization of democracy, which requires all citizens to participate equally in the political realm, and to have their voices represented and implemented in an equitable way. Therefore, this study aims to examine the diversification of political participation on the online platform and the problems of digital literacy requested for this, which are presented as the improvement plan of representative democracy system mentioned above with the development of information and communication technology that can utilize the Internet, social network service (SNS) and big data.
Therefore, this study aims to examine the issue of inequality raised by the diversification of political participation types and the information gap through the online platform, which is expanding around the use of the Internet, social network service (SNS), and big data, in connection with digital literacy.
